PM Marković: Reform of public administration is long process, poor business results in some state – owned enterprises cannot be rewarded with high incomes

Podgorica, Montenegro (27 May 2020) -- Prime Minister Duško Marković said at the Prime Minister's Questions that the reform of the public administration is not just a matter of rationalisation, but that it is about adapting the administration to the new times and the new development needs of society. 

"In no country, not even in Montenegro, is it possible to carry out this process overnight. Therefore, the public administration that has always been an internal issue of EU member states, has become one of the important segments in the EU enlargement process," said the Prime Minister in his response to a question from the Socialist People's Party and DEMOS parliamentary club on results of the public administration reform. 

The Prime Minister noted that it has never been done more in the process of public administration reform than in the past couple years.

"The results are indicated by the situation in our institutions, but also by the reports of the European Commission, in which progress within this area is noted from year to year. I believe that you had the opportunity to read this. Positive results have been achieved in many segments of the functioning of public administration, according to the latest European Commission Report on Montenegro for 2019. An increased satisfaction of citizens and the economy with the services provided at the central level was stated, from 42% in 2017 to 66% in 2019. Therefore, a high degree of citizens' confidence in institutions, with constant growth, is quite evident. We are the most open government in the region since 2013, so the number of complaints due to the so-called cases of 'silence of the administration' has been reduced by 50% compared to the planned indicators in 2020. The number of appeals against first-instance decisions of bodies is at the level of only 0.96%, while the Administrative Court rejected 72% of lawsuits filed against second-instance decisions. We have increased the number of electronic services by 210%, since 2016. In 2016, we had 192 services, while in 2020 that number was 596. Those results did not come by themselves. In the previous period, all our capacities were focused on achieving the aims of the Public Administration Reform Strategy until 2020, and the key goal is the administration as a service to citizens," said the Prime Minister.
