National Coordination Body: End of coronavirus epidemic in Montenegro, pandemic lasts

Podgorica, Montenegro (2 June 2020) – The National Coordination Body for Communicable Diseases, at today’s session, chaired by its President Milutin Simović, decided at the suggestion of the Public Health Institute to declare an end to the coronavirus epidemic, introduced in the entire state territory on 26 March.
It was noted that this is the result of months - long efforts by everyone in the system and our citizens, to whom the National Coordination Body thanks for their trust and discipline.
The National Coordination Body expressed satisfaction with the so far quality and efficient engagement of the entire health system and all operational staffs, which is the best denial of unsubstantiated and incorrect claims made from the highest addresses in the region, among other things that allegedly only rapid tests for coronavirus are performed in Montenegro and that our country does not have adequate laboratories and testing resources.
Our citizens know and see what we do and how we do, that is why they support in a huge percentage, over 90%, everything that the National Coordination Body and the Government have undertaken and are undertaking, but we announce for the international public that Montenegro has the most modern laboratory, top experts and excellent organisation. If it were not so, we would not have successfully fought the epidemic and been the first country in Europe to reach the status without the infected, i.e. Corona Free.
The National Coordination Body decided, in accordance with the policy of full transparency of work that it practiced, to present to the citizens, by the end of the week, all relevant information about medical devices and equipment with which our country came out of the epidemic.
Seafarers
In line with the results of the meeting of the Prime Minister and members of the National Coordination Body with the representatives of the Union of Seafarers of Montenegro held on Sunday, it was decided to facilitate institutional isolation measures for our seafarers returning to Montenegro, bearing in mind the fact that those on the ships had already spent some time in isolation.
Seafarers disembarking in countries with an active case rate of less than 25 / 100,000 inhabitants and arriving through that country or through other countries that also have an active case rate of less than 25 / 100,000 inhabitants (the so-called "green corridor") upon arrival in Montenegro, they do not have to go to quarantine or self-isolation. According to the assessment of the competent epidemiologist and in line with the provisions of the Law on Protection of Population against Communicable Diseases, they can be sampled and tested for the novel coronavirus, if necessary.
Seafarers who disembark in countries with an active case rate of less than 25/100,000 inhabitants, and who pass in transit or stay after the disembarkation in countries with more than 25 active cases per 100,000 inhabitants, upon arrival in Montenegro are placed in institutional quarantine for a period of seven days, after which they can be transferred to home self-isolation until the expiration of 14 days following the return. Testing for the novel coronavirus will be done, either in quarantine or in self-isolation.
Seafarers who land in countries with an active case rate higher than 25 / 100,000 inhabitants, regardless of which countries they will visit in transit to Montenegro, are placed in institutional quarantine upon arrival in Montenegro for a period of seven days, after which they are can be transferred to home self-isolation until the expiration of 14 days following the return. Testing for the novel coronavirus will be done either in quarantine or in self-isolation.
It was stated that the National Coordination Body and the Government have carried out a number of activities in their work so far, to enable our seafarers to come to Montenegro, when transit through third countries was needed, as well as boarding foreign ships. Today's measure towards our seafarers is the result of understanding the hard work they are dealing with, it was noted at the session with the determination that individual cases of violations of quarantine rules, as they happened, be processed decisively and efficiently.
Ombudsman
Protector of Human Rights and Freedoms of Montenegro Siniša Bjeković, who attended the session by invitation, congratulated the National Coordination Body on its successful work so far, which resulted in a low rate of infection and mortality and a high level of protection of life and health of our citizens and foreigners residing in Montenegro. The Ombudsman informed the National Coordination Body about all his activities, regarding the coronavirus epidemic, which include communication with citizens, quarantine visits and analysis of the adopted measures. The Protector of Human Rights and Freedoms stated that in that regard, there were no objections to the work of the National Coordination Body and pointed to the need for special sensitivity in the continuation of work, in order to avoid unequal treatment of persons.
Donations
The National Coordination Body adopted the Ninth Report of the Operational Staff for Donations Management.
The Report noted that by 2 June 2020 at 9:00 a.m., the balance on the donation account amounted to EUR 6.261, 244.89 and $75.971, 72.
Giro account of the National Coordination Body was opened at the initiative of numerous individuals and companies from the country and abroad, who donated a total of EUR 8.019, 418, 22 and $ 75.971, 72.
In line with estimates of the Public Health Institute, the Crisis Medical Staff, as well as for the assistance to the endangered population in the previous period, the outflows amounted to EUR 1.758, 173.33. (An overview of outflows by week, you can downloaded here).
