At its 177th session, chaired by Prime Minister Duško Marković, the Cabinet approved the Draft Law on Amendments to the Energy Law with the Report from the Public Debate. The proposed law simplifies and shortens the procedure of connecting cosumers' facilities to the electricity system and enables citizens to obtain interest-free loans for the installation of solar panels on their facilities, and to repay the loan with the income from the produced energy. The legal framework for the stock exchange form of electricity trading has been specified and the procedure for issuing and using guarantees of origin has been harmonised with the rules of the European Association of Organisations Issuing Guarantees of Origin.
The Decree on detailed conditions and manner of payment of administrative fees electronically was adopted. The decree, adopted with the aim of improving the business environment, prescribes the payment of administrative fees through the National System for Collection of Administrative Fees Electronically (NS NAT) managed by the Ministry of Public Administration, which means that citizens and businesses will be able to easily pay administrative fees through NS NAT, without going to the post office or bank.
The Decree stipulates that when paying administrative fees electronically in state administration bodies, local self-government units and legal entities that exercise public authority, collection fees are paid from the budget, i.e. they are not paid by citizens, and that proof of payment can be electronic.
The system for electronic collection of administrative fees will enable monitoring and easy verification of all transactions related to collection, which will reduce the possibility of abuses that occur in this kind of payment transactions.
The Cabinet adopted the Decision on the formation of the Council for the Care of Persons with Disabilities. The Council consists of the President, Milutin Simović, Deputy Prime Minister of Montenegro for Economic Policy and Financial System and members - nine representatives of the Government, a representative of the Employment Agency of Montenegro and five members from non-governmental organisations.
The tasks of the Council are to monitor the implementation of the recommendations of the Committee on the Rights of Persons with Disabilities; promotion and advancement of the rights of persons with disabilities in the field of health, social and child protection, education, vocational training and employment, accessibility, anti-discrimination and sports; initiating the adoption of regulations for the development and promotion of the rights of persons with disabilities; proposing measures to improve the quality of life of persons with disabilities; informing the public about the rights, opportunities and needs of persons with disabilities in order to remove prejudices and barriers; and the exercise of other rights relevant to the status of persons with disabilities.
The Cabinet adopted the Information on the results of negotiations with the International Bank for Reconstruction and Development (IBRD) for concluding a loan arrangement for the "Sava and Drina Rivers Corridors Integrated Development Programme Using the Multiphase Programmatic Approach" and accepted the Agreed Minutes from Montenegro and IBRD negotiations and the Loan Agreement between Montenegro and the IBRD.
The EUR 330 million programme, one of the World Bank's largest regional water management initiatives, encourages infrastructure development and flood protection in the Sava and Drina basin countries.
For Montenegro, as the most upstream country that has the greatest importance in the balance and preservation of the waters of the Drina river basin, EUR 20 million have been allocated. Through a credit arrangement with the IBRD, signed by the Ministry of Finance, EUR 15 million has been provided, while EUR 5 million are grants from the Global Environment Facility (GEF), the Western Balkans Investment Framework (WBIF), the Special Climate Change Fund (SCCF) and other international funds.
The money will be used for the beginning of infrastructural works on the regulation of Lim and Grnčar. This will solve the decades-long problems of citizens in four municipalities in the north - Gusinje, Plav, Bijelo Polje and Berane, which shows the Government's determination to address environmental issues and improve the quality of life of citizens.
The project envisages the construction of multifunctional embankments on Lim and Grnčar, which will solve flood problems, preserve watercourses, protect the population, agricultural land and facilities, and at the same time provide modern promenades and riverside environments in these four municipalities in the north.
Furthermore, the construction of an irrigation system for agricultural land in the municipalities in the Drina basin is also planned, as well as the improvement of the water supply in the municipality of Andrijevica.
The Cabinet adopted the Information on the implementation of the concept of distance learning under the slogan #Učidoma (Learn at home) and agreed to pay EUR 45,500 from the budget of the Ministry of Education – EUR 250 to each of 182 teachers who were engaged in the implementation of the programme.
The Cabinet adopted the Information on financial support to the sport in remediation of the consequences caused by the coronavirus pandemic. It has been proposed to allocate approximately EUR 500,000 for financial assistance to sports clubs, while an additional EUR 100,000 will be allocated for the preparation of national teams in Montenegro.
The Information on the settlement of costs of the national airline Montenegro Airlines, arising from the implementation of special charter flights during the interruption of commercial traffic in the period from 5 May to 1 June 2020, was adopted. The Ministry of Finance is in charge of providing EUR 79,060.23 from the Current Budget Reserve for four flights on the routes Frankfurt, Belgrade, Zurich and Vienna, organised for the return of our citizens after the suspension of commercial air traffic.
The Analysis of the efficiency of the functioning of the system of public enforcement officers and system of court enforcement (January 2019 – December 2019) and the Report on the procedure in administrative matters for the period from 1 January 2019 to 31 December 2019 were adopted.
The Cabinet adopted the Annual Report on the Work of the Deposit Protection Fund for 2019. The report states that last year the Fund generated revenues in the amount of EUR 58,265,629 and expenditures of EUR 856,885, so that at the end of the year it operated with a positive result of EUR 57,408,743. The total assets of the Fund at the end of 2019 amounted to EUR 64,502,811.
At the proposal of the Ministry of Sports and Youth, the Cabinet gave its consent for financing the construction, reconstruction, adaptation and equipping of sports facilities. Based on previously submitted requests, it is planned to finance several projects, in the total amount of EUR 599,100.00.
The Cabinet adopted the Rulebook on the internal organisation and systematisation of the Directorate for the Execution of Criminal Sanctions.
