Press release from 177th Cabinet session

Podgorica, Montenegro (18 June 2020) -- The Montenegrin Cabinet passed, at its 177th session chaired by Prime Minister Duško Marković, the Information on the implementation of urgent non-standard procurements and costs in the health care system caused by the coronavirus pandemic. Bearing in mind that these are non-standard procurements and costs, in the total amount of EUR 2.183, 614.50, which were not planned in the budget of the Health Insurance Fund for 2020, and which were necessary to provide for the needs of the health system and other protection bodies due to the coronavirus pandemic, the Government instructed the Ministry of Finance to approve a change in the dynamics of the monthly spending plan for 2020 in certain positions of the Fund.

The Cabinet also passed the Information on implementing the Programme of providing support to the economy and employees, in order to mitigate the negative effects of the epidemic of the novel coronavirus COVID – 19.

The Montenegrin Cabinet also passed the Information on the implementation of activities of the regional project for the establishment of the South East European International Institute for Sustainable Technologies (SEEIIST) - "Hadron cancer therapy and research in the field of biomedicine using protons and heavier ions." The SEEIIST project, initiated by Montenegro in mid-2017, has become the most serious regional development science and technology project. It is a large pan-European research infrastructure that has a strong European relevance and perspective. The SEEIIST targets one of the biggest social, health challenges - the fight against cancer - which Europe has positioned as one of its special missions in the next Framework Program for Science and Innovation - Horizon Europe. In the discussion, it was assessed that the EU Development Agenda for the Western Balkans represents a great opportunity to affirm SEEIIST in the light of modern challenges for health and economy, which bring research, innovation and technology to the forefront. 

The Cabinet passed the Information on the implementation of the Project on intensive revitalization of electricity distribution network. The primary goal of revitalization of the electricity distribution network is to improve the general conditions for electricity supply of customers and includes a complete reconstruction of about 1,000 km of medium voltage network, about 2,000 km of low voltage network, as well as a complete reconstruction of about 500 transformer stations. The value of the revitalization of the electricity distribution network, which was initially initiated by the Government of Montenegro, amounts to EUR 82 million and it is planned to be implemented in a period of three years. By analyzing the results so far, through this project, 17 transmission lines with a total length of 550 km have been completely reconstructed, while by the end of August, the reconstruction of another 11 transmission lines with a total length of 260 km is expected to be completed.

Continuing the multi-year environmental campaign, the Government adopted the Information on the preparation of the Project "Keep it clean" for 2020 and accepted the Agreement on the implementation of the Project. It is planned that this year's project will start on 1 July and last for three months, and in accordance with the Agreement to be signed by the Ministry of Sustainable Development and Tourism, the Employment Service of Montenegro and Public Enterprise Morsko dobro as the main bearers, EUR 121.000,00 will be allocated. These funds will be used to provide salaries to workers who will work to maintain cleanliness during the Project. The gross salary per worker is about EUR 400.00, depending on the municipality, while the net salary received per one worker amounts to EUR 250.00.
