National Coordination Body: Montenegro opens its borders to EU countries without additional conditions, new measures for whole of Montenegro, especially for Rožaje

Podgorica, Montenegro (30 June 2020) – The National Coordination Body for Communicable Diseases, at today's session chaired by its President Milutin Simović and attended by Prime Minister Duško Marković, decided to open borders for entry of residents of the EU member states without additional conditions and agreed on temporary measures for the entire territory of Montenegro, and especially the Municipality of Rožaje - whose aim is to further prevent and suppress the spread of coronavirus.
No additional conditions for entry of EU residents
Appreciating today's decision of the EU Council on the coordinated opening of borders of the European Union member states towards third countries, the National Coordination Body decided that Montenegro should allow the entry of EU residents, without additional conditions. When deciding, the facts about high epidemiological standards and quality health infrastructure of the European Union countries, were also taken into account. Residents of the European Union countries are allowed to enter Montenegro through countries which are not EU member states, but exclusively if they use those countries only as transit countries, or if they do not stay in those countries, as evidenced by the inspection at the time of entry/exit from those countries.
The National Coordination Body for Communicable Diseases will decide subsequently on the opening policy towards other countries. When deciding, all relevant epidemiological parameters in each country such as the number of active cases of infection, the trend and prevalence of active cases, and the overall response of each country to COVID-19, including available information on testing, monitoring, contacts monitoring, treatment, reporting, as well as the reliability of information, will be taken into account.
New temporary measures for the whole of Montenegro
Due to the extremely high epidemiological risk posed by certain gatherings, arranging of private gatherings - wedding ceremonies, graduation and birthday celebrations, etc. will be banned from today, it was decided at the proposal of the Public Health Institute.
A temporary measure of banning nightclubs and discos from work, has also been introduced.
The measures will be applied for seven days, after which a decision will be made on the basis of the analysis of the effect of the measures, on whether the measures will continue to be applied or whether their application will cease.
Enhanced control on compliance with orders, especially of self-isolation
It was decided that the competent authorities, primarily the Police Directorate and the Administration for Inspection Affairs, tighten controls on compliance with the prescribed measures, and especially the self-isolation measures. Self-isolation must be carried out under the strict supervision of the competent authorities responsible for compliance with the measure, it was concluded at the session.
The National Coordination Body for Communicable Diseases reminds citizens and legal entities of the measures in force, primarily of the obligation to wear protective masks indoors and to maintain their distance. We indicate that individuals in self-isolation are not allowed to leave the facility, where the prescribed measures are applied, or to receive visits.
Closing of cafes and ban on inter-municipal traffic in Rožaje
In the municipality of Rožaje, a temporary measure of closing all catering facilities is being introduced, due to the high epidemiological risk and the increase in the number of active cases.
Public and passenger traffic from the municipality of Rožaje and to the municipality of Rožaje is prohibited, except for emergencies and regular working activities.
These provisional measures will be applied for seven days from the day of their adoption, when the effects of the measure will be analyzed. Depending on the results of the analysis, it will be decided whether the application of the measure will be extended.
Donations – no new expenditure
The 12th Report on the balance on the account and payments from the account of the Operational Staff for Donations Management was adopted.
According to the Report, the balance on the account on 30 June 2020 at 8.00 a.m. is: EUR 6,276,981.77 and USD 75,971.72.
Since the opening of the account on 19 March 2020, EUR 8,035,850.90 and USD 75,971.72 have been paid into the National Coordination Body's giro account from the country and abroad.
Total outflows in the indicated period amount to EUR 1,758,869.13. (An overview of outflows by weeks can be downloaded here).
