National Coordination Body: Rigorous sanctioning of violations of measures, special measures in Gusinje and Berane

Podgorica, Montenegro (2 July 2020) -- The National Coordination Body for Communicable Diseases, at its today’s session chaired by President Milutin Simović, analyzed the epidemiological situation in Montenegro, referring to the significant complication of epidemiological situation in the surrounding countries, which further increases the risk for our country. 

It was decided for new measures to be adopted, in order to prevent the further spread of coronavirus, and for the competent authorities to rigorously sanction violations of measures, as soon as the normative conditions are met. 

Enhanced controls, rigorous misdemeanor punishment for violations of measures

It has been decided that the Administration for Inspection Affairs, with the assistance of the the Police Directorate, will start tonight, as soon as the Law amending the Law on Protection of the Population from Infectious Diseases enters into force, to rigorously fine any violation of coronavirus prevention orders. The National Coordination Body for Communicable Diseases recalls the applicable measures in this regard and calls on all legal and natural persons to respect them. It was pointed out that from the epidemiological point of view, it is especially important to comply with the measures of wearing a protective mask and to respect the distance. It was noted that the relevant orders are not sufficiently complied with, especially in retail outlets, public transport vehicles and in catering facilities.

In Gusinje, new measures as in Rožaje, in Berane as in Bijelo Polje 

Due to the increase in the number of active cases in the Northern region, the National Coordination Body agreed that, in addition to general measures valid for the entire territory of Montenegro, the special temporary measures against coronavirus introduced in municipality of Rožaje last week, will be introduced in the municipality Gusinje and the special measures introduced in Bijelo Polje, to be introduced in the municipality Berane. In the municipality Gusinje, temporary measures of banning all residents of the municipality from leaving the residential building from 6 p.m. to 5 a.m. the next day, will be introduced from 24:00 tonight; ban on the operation of catering facilities and ban on inter-municipal public and passenger traffic from and to the municipality, except for emergencies and regular work activities.

In the municipalities of Gusinje and Berane, as of tonight at 24:00, following temporary measures to prevent the spread of coronavirus are in force:

1. Gatherings in indoor and outdoor public places are prohibited (public gatherings, public events, sports, political, cultural, artistic and private gatherings, weddings, as well as other events);

2. Religious communities are obliged to adapt their activities to the current epidemiological situation and to perform religious rites in religious facilities only and without the presence of citizens;

3. Receiving condolences and funerals are conducted with immediate family only.

4. It is prohibited to transport more than two adults in a passenger vehicle at the same time, except for members of the joint family household and persons performing regular work tasks;

5. Movement and loitering of more than two persons in an open public place is prohibited, except for members of the joint family household and persons performing regular work tasks;

6. It is obligatory to use protective masks in closed and open public places. This obligation does not apply to residential buildings; 

7. Gatherings in residential buildings by persons who are not members of a joint family household are prohibited;

8. Work of preschool education institutions is suspended.

The temporary measures adopted today for the municipality of Gusinje, will be applied for seven days from the day of their adoption, when the effects of the measure will be analyzed. Depending on the results of the analysis, it will be decided whether the application of the measures will be extended.

It is recommended to work from home, whenever possible

State bodies, state administration bodies, local self-government bodies and local government bodies, companies, public institutions and other legal entities, entrepreneurs and natural persons are recommended to establish, for working places where the work process allows it, the mechanisms for performing work within their competence i.e. activity from home. 

In doing so, they should determine the jobs for which it is possible to perform work from home and persons who perform those jobs, who due to health conditions and other circumstances should not be exposed to the risk of disease, the method of communication of employees who perform work from home, the method for holding meetings that is in the function of performing tasks within the scope of competencies and activities (telephone, online, etc.).

National Coordination Body is ready to talk to NGOs about measures for holding elections

The National Coordination Body considered the initiative of the Centre for Democratic Transition (CDT) in which this NGO requests that the National Coordination Body organize consultations with state institutions and non-governmental organizations dealing with the electoral process, in order to consider rules and guidelines for holding upcoming elections in coronavirus conditions.

Talks on this topic will be useful and necessary for creating preconditions for safe and secure holding of the upcoming elections, it was noted at the session.
