Press release on Cabinet's decisions made on 2 July 2020, without holding session

Podgorica, Montenegro (2 July 2020) -- The Montenegrin Cabinet, without holding a session, based on the obtained consent of the majority of the Cabinet's members, adopted the Twenty-fifth quarterly report on overall activities within the process of Montenegro's integration into the European Union for the period January-March 2020, which will be submitted to the Assembly of Montenegro for consideration.
The Cabinet passed the Information on implementation of the Memorandum of Understanding between the Government of Montenegro and the United Nations Development Program in 2019 and the allocation of funds for the implementation of projects in 2020. For 2020, funds in the current budget reserve are planned for the repayment of the annual debt installment in the amount of USD 364,000 (due to exchange rate fluctuations, the current amount is approximately EUR 330,000). After consultations between the representatives of the local UNDP Office and the representatives of the competent ministries, as well as the consideration of the received proposals, the implementation of specific projects was agreed and the Draft Financing Agreement between the Government of Montenegro and UNDP for 2020 was prepared. The regular amount of expenses of the local UNDP office for 2019, which amounts to USD 408,600, was planned in the budget for the position of repayment of obligations from the previous period.
The Cabinet also passed Information amending the 6th of the Financial Agreement for the National Programme for Montenegro within the IPA component I - Support to Transition and Institution Building for 2011. On that occasion, the Government accepted the text of the Amendment related to project no. 5 - Construction of the wastewater treatment system in Cetinje and Bijelo Polje, for which the works planned by the IPA 2011 program have been successfully completed, but the implementation period is still in progress, due to the warranty period and the procedure of closing the programme. The total value of EU funds invested in the construction of the sewerage network in Cetinje and Bijelo Polje amounts to EUR 6,800,000. Amending the 6th Financing Agreement, the European Commission approves an extension of the deadline for the disbursement of funds until 31 January 2021, so that the contract can be concluded and all payments can be completed on time. The contracting authority for this project, which was implemented in a centralized management system, is the Delegation of the European Union to Montenegro. On this basis, there are no additional costs to the state budget, because all changes relate to payments from EU funds, made by the Delegation of the European Union in Montenegro.
The Cabinet adopted the Information on the implementation of activities on the establishment of the Science and Technology Park of Montenegro - Implementation of the Strategic Plan for the establishment of the first Science and Technology Park (STP MN) in Montenegro. In the fields of science and innovation, the STP MN has been accepted as a priority of the Government of Montenegro in the current mandate, and it is recognized as one of the most important infrastructure development projects. The Science and Technology Park should encourage the cooperation of scientific and academic institutions with the economy and the financial sector, in order to become a generator of innovative activities, entrepreneurship and development of high value products in the most efficient way.
The Cabinet also passed the Information on the conclusion of the Memorandum of Understanding between the European Environment Agency and the Agency for Nature and Environmental Protection of Montenegro. Bearing in mind the already existing, long-term cooperation achieved by the contracting parties within specific financing programms, and the achievements reflected in the gradual involvement of the Western Balkan countries in reporting activities by submitting data on environmental segments, indicators and participation in environmental assessment procedures, the Government assessed, the improvement of the existing relationship through the signing of the proposed Memorandum of Understanding, as extremely important.
The Cabinet also adopted the Report on holding the second session of the Mixed Commission for Economic Cooperation between the Government of Montenegro and the Government of the United Arab Emirates for the implementation of the Agreement between the Government of Montenegro and the Government of the United Arab Emirates on economic cooperation, held in Abu Dhabi on 3rd and 4th March 2020. It was stated that the Second Session of the Mixed Commission was held in accordance with the planned agenda and in the presence of all relevant representatives of both countries. The result of the session is a series of concrete proposals for cooperation, which are defined by the Protocol from the second session of the Mixed Commission for Economic Cooperation between Montenegro and the United Arab Emirates.
The Cabinet adopted the Information on the Project on Designing Mobile Platform and accepted the text of the Agreement on project implementation. The Ministry of Sustainable Development and Tourism, in cooperation with the Chamber of Commerce of Montenegro, the National Tourism Organization and the Public Health Institute of Montenegro, plans to implement the design of a mobile platform (adroid / iOS application) and a web portal. The goal of the project is to inform about the situation of the Covid-19 pandemic in Montenegro, and easier and more precise monitoring of tourists who will stay in Montenegro this year, which will ensure tourists feel safe and that the situation in Montenegro is safe. At the same time, it will be possible to isolate potential new hotspots in hotels and accommodation as soon as possible, keeping records of reported locations where tourists will stay (relying in part on an already developed surveillance system) and a simple way for the Public Health Institute to contact anyone in doubt, that could have become infected in the event of a new outbreak. Tourists will be ensured that, regardless of language barriers, they have a centralized channel for reporting any observed anomalies and a quick way to contact their country's local consular office in case of need.
