National Coordination Body: Catering facilities work until midnight throughout Montenegro, stricter measures in Northern region, from Serbia exclusively to quarantine

Podgorica, Montenegro (6 July 2020) -- The National Coordination Body for Communicable Diseases, at today’s session chaired by President Milutin Simović, decided on several epidemiological measures for the whole of Montenegro and especially for the Northern region.

In the whole of Montenegro closing of kindergartens, catering facilities work only until midnight

It was decided that due to the high epidemiological risk, the educational work in public and private institutions which perform preschool education, will be suspended. 

The working hours of all catering facilities - restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities, as well as catering facilities on bathing areas and beaches - throughout Montenegro are restricted up to 24 hours. 

The measure will be applied in the next week, after which, based on the analysis of the effect of the measure and the epidemiological situation, it will be decided whether the application of measure will be extended.

The National Coordinating Body reminds caterers of the applicable measures, as well as the recommendations of the Public Health Institute for catering facilities. Companies, legal entities and entrepreneurs performing catering activities in catering facilities, must pay special attention to measures involving a maximum of four people at the table, except for members of the same family household, as well as the obligation of a distance between tables of at least two meters.

Stricter epidemiological measures in the Northern region

Due to the complex epidemiological situation in the Northern region, it was decided that in the municipalities of Pljevlja, Bijelo Polje, Berane, Petnjica, Andrijevica, Rožaje, Plav and Gusinje, the work of all catering facilities will be suspended for a week, after which the effect of the measure and possible extension of its application, will be assessed. 

In the municipality of Pljevlja, measures are being introduced as introduced on 26 June in Bijelo Polje, and on 2 July in Berane:

Gatherings in indoor and outdoor public places are prohibited (public gatherings, public events, sports, political, cultural, artistic and private gatherings, weddings, as well as other events);

Religious communities are obliged to adapt their activities to the current epidemiological situation and to perform religious rites in religious facilities only and without the presence of citizens; 

It is prohibited to transport more than two adults in a passenger vehicle at the same time, except for members of the joint family household and persons performing regular work tasks;

Movement and loitering of more than two persons in an open public place is prohibited, except for members of the joint family household and persons performing regular work tasks;

It is obligatory to use protective masks in closed and open public places. This obligation does not apply to residential buildings;

Gatherings in residential building by persons who are not members of a joint family household are prohibited; 

Special teams have been formed that will stay from tomorrow, in the municipalities of the Northern region to assist, coordinate and consult with local authorities and medical experts, with the view to overcome the consequences of the spread of coronavirus in that region, as quickly and efficiently as possible.

The National Coordination Body urges the citizens and economy of the Northern region that the entire state and our medical system are with them, but that success in curbing the spread of infection depends primarily on the extent to which each individual obeys orders.

Repeated recommendation to work from home

The state administration and local self-government, companies and entrepreneurs were once again invited, from the session, to organize all the work that can be done from home in that way.

Both, state bodies and the economy and citizens have the same goal: to preserve the continuity of activities, while taking care of the health and lives of citizens.

Strictest epidemiological surveillance following the entry from Serbia

Respecting the evolution of the epidemiological situation in the Republic of Serbia, it was decided that all persons entering Montenegro from that country will be sent to quarantine, beginning tonight. 

Montenegro remains determined not to close itself off to its citizens, but the rate of active cases in the Republic of Serbia, especially in the area along the border with Montenegro, requires the strictest epidemiological surveillance. Therefore, persons entering Montenegro from the Republic of Serbia will not be sent to home self-isolation until further notice, but exclusively to quarantine in the facilities, which the state designated for that measure.

Residence permits for foreigners are valid until 30 September 

The National Coordination Body, at the suggestion of the Police Administration, decided that expired residence permits for foreigners in Montenegro are considered as valid until 30 September 2020, if the person to whom the permit applies meets all other legally prescribed conditions.

It was decided that after the previous similar measures, which were adopted during the epidemic, and following today's measure, the validity of the residence permits of foreigners after 30 September will not be extended, in this way.

In two days since the new law came into force, the Administration for Inspection Affairs imposed fines of EUR 8,500

The National Coordination Body for Communicable Diseases reviewed the Report of the Administration for Inspection Affairs on activities undertaken from 3 to 5 July i.e. after the Law amending the Law on Protection of the Population from Infectious Diseases entered into force.

In two days, inspectors imposed fines of EUR 8,500 with a misdemeanor order, namely: Market Inspection EUR 4,250 for non-compliance with measures for the use of personal protective masks and other protective equipment, Tourist Inspection EUR 3,550 for non-compliance with mandatory distance between tables in restaurants or the number of persons who can sitting at a table, while the Labour Inspectorate imposed EUR 700 in misdemeanor fines for employees did not use protective equipment. 

Among those fined are one store in Delta City, two goldsmiths, one bakery, one hair salon and several entrepreneurs of other activities.

Meeting on the elections on Wednesday

A meeting of representatives of the National Coordination Body for Communicable Diseases, the State Election Commission, competent state institutions and non-governmental organizations dealing with election conditions is scheduled for Wednesday, on the topic of measures to be adopted, in order to enable an unhindered election process in the upcoming elections, in circumstances of expanded infection of coronavirus.
