National Coordination Body: Mandatory use of masks both outdoors and indoors, further restriction of public gatherings throughout Montenegro, measures in certain municipalities eased

The National Coordination Body for Communicable Diseases decided today, at the suggestion of the Public Health Institute of Montenegro, to re-declare an epidemic of infectious coronavirus in the entire country. As of tomorrow, several new temporary measures are being introduced, whose goal is to further prevent the spread of the novel coronavirus, while at the same time the measures in certain municipalities where the epidemiological risk has been reduced are being eased.

Measures for the whole of Montenegro

Wearing protective masks outdoors and indoors is mandatory throughout Montenegro, including children older than 7 years, except on beaches and in national parks, provided that physical distancing and previously prescribed measures are respected.

The gathering of persons is limited in the entire country to a maximum of 40 persons in outdoor public places, and to 20 persons in closed public places, with the obligation to maintain a physical distance of at least two meters. (This obligation does not apply to residential buildings.)

Due to the extremely high epidemiological risk posed by certain gatherings, the application of the following measures adopted on 30 June has been extended until 6 August:

1. Work of discos/bars and nightclubs/bars is prohibited, and 

2. Weddings, prom nights, birthdays and other private celebrations are prohibited.

The application of the measure adopted on 7 July has been extended until 30 July, which:

1. Prohibits entertainment and music programmes in catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities), including beach bars (concerts, live performances by musicians and bands, live DJ performances, etc.).

2. Suspends the work of social-medical commissions of first instance in the social welfare institutions, in the field of social and child protection.

Some special measures for certain municipalities have been eased

Special measures for certain municipalities in the Northern region are eased in the municipalities of Andrijevica, Plav and Gusinje by enabling the work of catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities) in these three municipalities from 6:00 a.m. to 10:00 p.m. - under the same conditions and in the same way as it is already regulated in the Capital City Podgorica, the Old Royal Capital Cetinje and the municipality of Nikšić.

In the Municipality of Rožaje, the ban on leaving the residential building is eased. Instead of the previous measure which enabled movement from 5:00 a.m. to 6:00 p.m., the eased measure enables movement from 5:00 a.m. to 10:00 p.m.

Both measures apply until 30 July.

Stricter measures for catering facilities in certain municipalities

Measures that prescribed the work of catering facilities in the Capital City Podgorica, the Old Royal Capital Cetinje and the municipality of Nikšić – are mandatory from today in the municipalities of Plužine, Žabljak, Šavnik, Danilovgrad, Tuzi, Kolašin, Mojkovac, Andrijevica, Plav and Gusinje.

Companies, other legal entities and entrepreneurs preforming catering activities in catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities) are obliged to organise their work in such a way that:

- a maximum of two guests inside the catering facility or four guests on the terrace/garden of this facility may sit at the table;

- the self-service, standing and staying in front of the bar is disabled;

- distance of at least two meters among tables is provided, in accordance with the recommendations of the Public Health Institute of Montenegro;

- regular maintenance of hygiene and disinfection of common areas, furniture, equipment, etc. is provided, in accordance with the recommendations of the Public Health Institute of Montenegro.

In these municipalities, the measure is applied until 30 July.

Application of measures for certain municipalities extended

The application of the measure prohibiting the work of catering facilities (restaurants, cafes, cafeterias, hotel restaurants and similar catering facilities) has been extended until 30 July, including the provision of catering services on beaches and bathing areas:

1. In the municipalities: Berane, Bijelo Polje, Petnjica, Pljevlja and Rožaje,

2. From 12:00 p.m. to 6:00 a.m. the next day in the municipalities: Bar, Budva, Herceg Novi, Kotor, Tivat and Ulcinj.

3. From 10:00 p.m. to 6:00 a.m. the next day in the Capital City Podgorica, the Old Royal Capital Cetinje and the municipalities: Nikšić, Danilovgrad, Tuzi, Kolašin, Mojkovac, Žabljak, Šavnik and Plužine. The same measures apply to the municipalities of Andrijevica, Plav and Gusinje.

The ban on road transport of passengers from the Municipality of Rožaje and to the Municipality of Rožaje has been extended until 30 July, except for transport for the purpose of performing regular work activities, providing emergency medical services and other urgent tasks, while respecting the prescribed protection measures.

Foreigners' documents are valid until 7 October 

Application of the measure by which state bodies, state administration bodies, local self-government and local administration bodies, companies, public institutions and other legal entities, entrepreneurs and natural persons were obliged to issue permanent residence permits, temporary residence permits and temporary residence and work permits for foreigners, which have expired, on the basis of which they exercise some of their rights or perform an obligation before those bodies, and which were considered as valid until 30 September, has been extended until 7 October 2020.

Measures whose application has been extended for a certain period may be reconsidered after the expiry of those periods and their application may be extended again.
