PM Marković at PMQs: In process of drafting General Regulation Plan, detailed urban plans "Budva - Centre" and "Bečići" to be considered and analyzed

"The new state strategy in the field of spatial planning will be expressed through the development and adoption of only two state planning documents, which will strategically determine the entire territory of our state, and their development is largely underway. These are the Spatial Plan of Montenegro and the General Regulation Plan of Montenegro. Their adoption will invalidate all planning solutions from the previous period," said Prime Minister Duško Marković within the Prime Minister's Questions, while answering a question from the representative of the Special Club of MPs Aleksandar Damjanović about the inconsistency of detailed urban plans "Budva Centre - Amendments" and "Bečići".
"In the new planning documents, the focus will be on spatial potentials as a factor of competitiveness of Montenegro, on respecting the principles of the New Urban Agenda, on respecting the goals of sustainable development, which imposes the need to redefine existing models in spatial planning, and encourages new models of integrated spatial management, in accordance with the state interests and the interest of our citizens and their living environment.
Therefore, in the process of drafting the General Regulation Plan, the planning solutions of the Detailed Urban Plan "Budva - Centre", as well as the Detailed Urban Plan "Bečići" will be considered and analyzed, Prime Minister Marković pointed out.
Referring to the qualifications on the alleged unconstitutionality of these planning documents, and on organized crime in the field of spatial planning, the Prime Minister reminded that the Constitutional Court, in whose exclusive jurisdiction it is, in both cases ruled not to accept the initiative to initiate proceedings for the assessment of constitutionality, as well as that every citizen is obliged to report the existence of organized crime to the competent authorities.
