Press release on Cabinet's decisions made on 30 July, without holding session

Podgorica, Montenegro (31 July 2020) -- Cabinet adopted earlier today, without holding a session and based on the obtained consent of the majority of Cabinet's members, the Programme for wage subsidies in order to mitigate the negative effects of the novel coronavirus epidemic, by which the Government provides support to thousands of companies and entrepreneurs with more than 20,000 employees and stimulates new employment, through wage subsidies for a period of six months.

The measure, which is presented within the Third package of Government measures, regulates providing of subsidies to: 

1. Entrepreneurs, micro, small and medium-sized companies, whose work is prohibited by orders of the Ministry of Health, in order to combat the spread of coronavirus;

2. Entrepreneurs and companies in the field of tourism, whose work is not prohibited, but the scope of activities has been significantly reduced as a result of the coronavirus pandemic;
 
3. Entrepreneurs, micro, small and medium-sized companies in the activities of catering, public transport of passengers in road transport and ancillary services in the organization of events whose maintenance is prohibited; 

4. Entrepreneurs and companies whose employees use the right to paid leave from work on the basis of caring for a child under the age of seven who may, upon request, receive a subsidy of part of the salary for those employees; 

5. Entrepreneurs and companies whose employees have been placed in quarantine or isolation by orders of the Ministry of Health, in order to combat the epidemic; 

6. Business entities that register new employees in the period from 1 July to 31 December 2020 and which, in this way, increase the number of employees compared to February 2020.

The Cabinet also adopted Information on the measure within the Third Package of Socio-Economic Measures of the Government of Montenegro, which refers to financial support to vulnerable categories of the population, in order to reduce the negative effects of the coronavirus epidemic. 

The measure, in order to provide financial support to vulnerable categories of the population, due to the negative consequences of the epidemic on the standard of living of citizens, provides one-time financial assistance in the amount of EUR 200 to families of material security beneficiaries and veterans' material security beneficiaries. Based on the available data on the number of material security beneficiaries, it is estimated that the said measure would amount to approximately EUR 1.800,000.

The Cabinet also gave its consent to the amendment of last week's Decision amending the Decision on the amount and manner of calculation and payment of fees for the use of national parks. Bearing in mind the situation caused by the coronavirus and the need to stay in nature, yesterday's decision of the Government enables the citizens of Montenegro not to pay the fee for entering the national parks from 1 August to 31 December this year. Annual tickets for national parks purchased during 2020, as well will be valid in 2021.

The Cabinet passed the Information on the donation of the Government of Japan to the health system of Montenegro, stating that the Government of Japan allocates the Government of Montenegro a grant of 100,000,000 yen (about EUR 800.000), with the aim of improving the economic and social development of Montenegro. 

The Cabinet passed the Decree on the manner of conducting procurement for diplomatic and consular missions of Montenegro abroad, which prescribes the manner of conducting procurement of goods and services, and procurement of works for the needs of diplomatic and consular missions, taking into account the importance of tasks within the Ministry of Foreign Affairs, i.e. the significance of the foreign policy, as well as the position of Montenegro in the context of international relations, and the specifics of individual receiving countries, various business customs and legislation, conditions and procedures for concluding contracts for the supply of goods, services and works for the diplomatic and consular missions of Montenegro abroad.

The Cabinet adopted a Decision on the establishment of a Commission to monitor the actions of competent authorities in investigations of cases of threats and violence against journalists, murders of journalists and attacks on media property, whose task is to determine the plan and dynamics of collecting facts and other circumstances relating to the investigations of cases of threats and violence against journalists, murders of journalists and attacks on media property, to cooperate, for that purpose, with the bodies responsible for conducting these investigations, to make a review on the current course of investigations and to prepare the opinion, based on the information obtained and the circumstances surrounding the ongoing investigations, on effective way in which the conduct of the investigation could be improved and to propose, for this purpose, the concrete measures to be taken.

The Cabinet adopted Report on the implementation of the Programme of Montenegro's accession to the European Union for the I and II second quarters of 2020, in which it is stated that in the first two quarters of this year, out of a total of 115 obligations, 65 were fulfilled, which is 57 percent. Out of 88 laws and bylaws, 50 i.e. 57 percent, respectively, were realized, and out of 27 strategic documents, 15 were fulfilled, which is 56 percent.

The Cabinet passed the Information on the achieved results in the fight against human trafficking, stating that a complete reform has been carried out in all fields relevant to combating this negative social phenomenon - in the field of prevention, identification, protection of victims, effective prosecution, international cooperation and coordination and the partnership with the civil and private sectors. In this way, the best international standards have been incorporated and an institutional and legislative framework for combating trafficking in human beings has been established, based on a multisectoral approach and intensive cooperation between the governmental, non-governmental and the private sectors. The progress of our country in this field was stated in the relevant State Department Report Non-paper of the European Commission.

The Montenegrin Cabinet adopted the Third national report of Montenegro on climate change, by which submitting our country fulfills its international obligations, in accordance with the United Nations Framework Convention on Climate Change (UNFCCC). The document indicates that Montenegro will continue to reduce greenhouse gas emissions in the coming period, without jeopardizing economic growth, through energy efficiency measures, improving industrial technologies, increasing the share of energy from renewable sources and modernizing the energy production and distribution sector.
