Enhanced sources of funding for local self - government

Podgorica, Montenegro (1 August 2020) -- In accordance with the principles of the EU Charter of Local Self-Government that local government is one of the basic foundations of any democratic society, the Government continuously makes efforts to strengthen the sources of funding for local self-government.
In this way, we want to strengthen the right of citizens to participate in the conduct of public affairs, and the most immediate way to exercise that right is at the local level.
Therefore, local governments that should ensure an administration, which will be efficient and close to the citizens, are vital for the whole society.
In order for local governments to be able to fulfill these tasks, it is necessary for them to have stable sources of funding.
Bearing in mind all of this, the Government initiated amendments to the law and adopted a whole set of decisions, which significantly improved the revenues of local governments.
In 2019, revenues of local governments reached the highest level in the last ten years and amounted to EUR 341 million, which is EUR 53.2 million more compared to 2018.
After ten years, Montenegrin municipalities have regularly paid all taxes and contributions on employees' salaries for the last year.
