National Coordination Body: Purpose of measure is to ban political rallies, not to ban every political activity of political entities

Regarding the inquiries sent to the National Coordination Body for Communicable Diseases by several political entities on the possibility of holding political rallies in the election campaign, we would like to remind you that the appropriate orders for taking temporary measures to prevent the import into the country, suppression and prevention of transmission of the novel coronavirus prescribe a ban on holding political rallies in open public places as well as that there is possibility of gathering in open public places up to 40 and in closed places up to 20 people, with the obligation to respect the physical distance of at least two meters and the obligation to wear protective masks.
Therefore, the purpose of the measure is to ban political rallies to which political entities invite supporters without being able to know in advance the number and identity of the people who will attend the rally - and thus pose an epidemiological risk, and not a ban on every political activity.
The National Coordination Body has previously received inquiries from several political entities that were interested in the possibility of gathering to hand over electoral lists. Even then, in communication with the representatives of political parties and coalitions, an interpretation of the measure was given according to which all political entities, without exception, were allowed to gather up to 20/40 supporters to hand over the electoral list, while respecting all prescribed epidemiological measures.
Gatherings organised by all political entities with a predetermined number of participants and adherence to all epidemiological measures are approached in that manner.
The National Coordination Body for Communicable Diseases will monitor the development of the epidemiological situation and, in accordance with the assessments of the Public Health Institute of Montenegro, consider the possibility of increasing the number of persons in public places to enable all political entities to better present election programmes with an obligation of consistent compliance with all prescribed epidemiological measures – distance and wearing a protective mask.
