Press release on Cabinet's decisions made on 13 August, without holding session

The Montenegrin Cabinet, on Thursday, 13 August 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted the Decision on the adoption of the spatial-urban plan of the Municipality of Kotor with the Report from the public debate.

The development of the Spatial-Urban Plan, which integrally considered and analyzed all elements of the purpose and organisation of space use, created conditions for high-quality space management and its use in accordance with spatial possibilities and natural and cultural potentials. Conditions are provided for the valorisation of space in compliance with the guidelines arising from legislation and all documents relating to the protection of nature and cultural heritage.

The Decision on amendments to the Decision on drafting amendments to the spatial-urban plan of the Municipality of Nikšić was adopted.

Amendments to the Spatial-Urban Plan of the Municipality of Nikšić were initiated on the basis of the initiative of the Municipality of Nikšić, in order to satisfy the numerous investment interests of citizens, but also the public interest of the Municipality related to infrastructure projects.

The Cabinet approved the redirection of funds totaling EUR 70,000 from the Current Budget Reserve to the State Election Commission.

The State Election Commission informed the Parliament of Montenegro and the National Coordination Body for Communicable Diseases that due to the epidemiological situation and health recommendations, it had to provide premises in accordance with epidemiological standards to accommodate all expected participants in the election process.

The Information on the necessity of paying the costs of providing quarantine services to the company Comp Comerc was adopted and the Ministry of Finance was instructed to pay the costs of quarantine from the funds of the Current Budget Reserve.

Hotels operating within this company – Onogošt, Lighthouse and Vučje were at the Ministry of Health's disposal as quarantine facilities in order to take measures to prevent the import into the country, suppress and prevent the transmission of coronavirus.

The total costs of these three hotels for the provision of quarantine services amount to EUR 17,614.05, it is stated in the Information.

The Cabinet adopted the Proposal on concluding the settlement in the civil procedure which is being conducted before the Basic Court in Herceg Novi, upon the lawsuit of the plaintiff, the Municipality of Herceg Novi, against the State of Montenegro, for payment. The Protector of Property and Legal Interests of Montenegro is authorised to conclude a settlement with the Municipality of Herceg Novi, in the amount of 121,425.44 for a dispute before the Basic Court in Herceg Novi in which the State of Montenegro is sued on several occasions for selling the land, through its bodies, on the territory of the Municipality of Herceg Novi, and that the plaintiff, the Municipality of Herceg Novi, was not involved in the legal affairs in question as a beneficiary of part of the funds.

Aleksandar Pavićević has been appointed Director General of the Directorate for Projects of Capital Importance for Culture and Promotion and Development of Creative Industries at the Ministry of Culture.

Veljko Milonjić has been appointed Director General of the Directorate General for Multilateral Relations at the Ministry of Foreign Affairs.

Branislav Karadžic has been appointed Director General of the Directorate General for Consular Affairs and Diaspora at the Ministry of Foreign Affairs.

Miljan Mugoša has been appointed Director General of the Directorate General for Economic and Cultural Diplomacy at the Ministry of Foreign Affairs.

The presidents and members of the Board of Directors of the Mediation Centre have been relieved of their duties. Nada Stanišić, Secretary of the Ministry of Justice, has been appointed President of the Management Board of the Centre for Alternative Dispute Resolution, and Momir Jauković, Head of the Directorate for the Organisation of Justice at the Ministry of Justice, Mladen Grdinić, Judge of the Basic Court in Podgorica; Ana Stanković Mugoša, lawyer and Slavica Stijović, mediator, have been appointed members.

The Assembly of Shareholders of Podgorica-based joint stock company "Plodovi Crne Gore" was proposed to elect Vukota Stanišić, Head of the Department for Advisory Affairs in Plant Production of the Ministry of Agriculture and Rural Development, as a member of the new Board of Directors, representative of state capital, due to the expiration of the mandate of members of the Board of Directors.

Tatjana Pejović, the current member of the State Commission for the Control of Public Procurement Procedures, has been appointed a member of the Commission for the Protection of Rights in Public Procurement Procedures.

Dragan Đurović was recalled from the position of Consul General at the Consulate General of Montenegro in the Republic of Serbia, with its headquarters in Sremski Karlovci, due to the termination of employment by force of law.
