National Coordination Body: Unallowed public gatherings organised by Serbian Orthodox Church are biggest threat to health and lives of all citizens, restaurants that organise celebrations will be closed

The National Coordination Body for Communicable Diseases, at today's session chaired by President Milutin Simović and attended by Prime Minister Duško Marković, stated that the epidemiological situation in the country has consolidated, and that the greatest threat to re-escalation of infection, and thus public health, represent unallowed and epidemiologically extremely risky gatherings organised by the Serbian Orthodox Church and certain political actors.

Public gatherings organised by the Serbian Orthodox Church and certain political actors directly contribute to the growth of the number of infected people and endanger the health and lives of the people who participate in these gatherings, their families and all citizens. The organisers of these unallowed gatherings bear direct responsibility for the health and lives of all citizens of Montenegro and foreigners residing in our country. There is not and must not be a policy that can be an obstacle to the health and life of citizens. The risk of these unallowed and dangerous gatherings is all the greater because the disease of those who are infected at unallowed gatherings these days will manifest during the election process, which carries certain risks in case of non-compliance with the prescribed measures by all participants. 

Catering facilities in which the prescribed measures are violated will be closed

The National Coordination Body for Communicable Diseases stated that in recent days, cases of unallowed private celebrations in restaurants and on beaches without adherence to epidemiological measures have been recorded, primarily the number of persons allowed to gather and non-compliance with the physical distancing measure.

In case of recurrence of such gatherings, the Directorate for Inspection Affairs and other competent bodies at the state and local level will close the facilities and file criminal and misdemeanor charges against the organisers or owners or tenants of these catering facilities with the imposition of banning activities.

Recent events in several European countries, including our immediate surroundings, confirm that mass gatherings in catering and similar facilities represent events of high epidemiological risk, which is why the measures regulating this segment of public life will be subject to continuous control and attention by the authorities.

Preparations for the beginning of the school year to be intensified

The Public Health Institute and the Ministry of Education were recommended, in accordance with the conclusion from last week's session, to intensify preparations for the beginning of the school year and regular work of preschool institutions in a way to enable pupils to attend kindergartens and classes regularly, with the highest possible guarantee of their safety and protection of their health.

Nothing can replace the educational work during regular class attendance and direct interaction between pupils and teachers. High-quality implementation of regular classes has a decisive influence on the development of children's social skills.

Full opening of border crossing Metaljka, sanitary inspectors to be at traffic crossings at night

The National Coordination Body decided to reopen the border crossing Metaljka, with Bosnia and Herzegovina on the road route Pljevlja – Čajniče, for the entry of passengers into Montenegro. Passengers will enter our country at this border crossing from 07:00 to 19:00, while passengers will leave Montenegro without restrictions as before.

It was decided that the work of the sanitary inspection at the traffic border crossings, which has so far been completed late in the evening, will be organised at night in case of increased influx of passengers.

Due to the fact that people in the countries to which the previous conditions were valid began their travels or reserved accommodation in Montenegro before the order issued on Friday, it was decided that entry into our country will be allowed in accordance with the decision of the competent authority and to persons with a negative ELISA IgM test or negative ECLIA test, issued by a registered laboratory and not older than 72 hours at the time of entry into Montenegro, provided that these persons have not resided 15 days before entry into Montenegro in any of the countries from which entry is prohibited.

In accordance with the stabilisation of the epidemiological situation, it was decided to allow work of social-medical commissions of first instance in the social welfare institutions, in the field of social and child protection, whose work was suspended on July 7.

Entry of foreign journalists to cover the elections

The National Coordination Body for Communicable Diseases, considering the interest shown by foreign media in reporting on the upcoming elections, gave the possibility for the State Election Commission to accredit, in accordance with its procedures, media representatives from countries whose residents are not allowed to enter Montenegro.

The condition is that media representatives from countries whose residents are not allowed to enter Montenegro have a negative PCR test for the novel coronavirus (SARS-CoV-2) issued by a registered laboratory and not older than 72 hours at the time of entry into Montenegro.

Photographers and cameramen can attend National Coordination Body's press conferences 

Having in mind the stabilisation of the epidemiological situation, it was decided that from today, photographers and cameramen of the media will again be able to attend the National Coordination Body's press conferences, in compliance with all epidemiological measures.

The Public Relations Service of the Government of Montenegro is in charge of continuing to broadcast live and distribute to the media through the Broadcasting Centre and Youtube channels video signal of press conferences held on Mondays, starting at 17:00.
