ADDENDUM 8

MINUTES OF PRE-TENDER MEETING II

In conformity with Article 28 of the Public Procurement Law, Invitation to Tender No. 05-1/06 and Tender Documents, Pre-Tender Meeting II referring to construction and commissioning of High School of Medicine - Lot I, Bureau for Educational services, Examination Center and Center for Vocational Education Lot II was held at 12 h on March 27 2006.

After the Tenders representatives presented Powers of Attorney and the Promoters introductory remarks with regards to the said tender, the Tenderers made questions answered by the Employer as follows:

Question 1: Means of completion of tender documents?

Answer 1: Tenderers shall fill out the original tender documents purchased from the Directorate for Public Works in legible capital letters, without any additional notes or erasing of text
Please find pertaining instructions on page 2, Book I, Book II and Book III

Question 2: Should unit prices include value added tax? Could VAT be calculate in the final cost summary?

Answer 2: Tenderers shall submit tender separately indicating tax at the end of the final cost summary


Question 3: There is no such an institution as the court interpreter in Hungary, only some institutions managing these services.

Answer 3: Invitation to Tender and Tender Documents state the tender shall be submitted in English. Additionally, evidence of eligibility shall be delivered in the authentic language with English version by an authorized court interpreter/translator. In case there is no corresponding institution in Hungary, documents translated by an institution registered for these services will be deemed acceptable.

Question 4: Could we obtain previously issued Addenda to the concerned Tender Documents in local language??

Answer 4: Tender Documents in question specify English as a governing language. Each issued Addenda in English is available the site of the Directorate for Public Works.

Question 5: Which is the applicable law regulation in case of engagement of the local staff?

Answer 5: Effective regulations are those applicable to there residents of the Republic of Montenegro.

Question 6: Which documents are engaged subcontractors with participation value over 10% due to furnish. Which is the governing language for these documents?

Answer 6: Subcontractors with the participation value over 10% shall furnish all documentary evidence as requested in the case of the Joint Venture tender proposal Book II, Tender Documents.

NOTE: Clarifications of all technical issues raised at the Pre-Tender Meeting will be submitted to Tenderers in form of a separate Addendum in the original document prepared by the Designer.
