INVITATION TO THE INTERNATIONAL LIMITED TENDER

Pursuant to the Article 7 of the Public Procurement Law (OJ of the Republic of Montenegro No. 40/2001):

TO THE INTERNATIONAL LIMITED TENDER
Scope of the tender involves construction and commissioning of the Kindergarten in Podgorica. The tendered works include building works, construction trades, installations (water and sewage system, electrical works and HVAC)- within perimeter of 1 m and commissioning the Contractor shall execute in conformity with the Final Design, following types and quantity defined in Tender Documents.
The Promoter of the concerned works is the Government of the Republic of Montenegro THE MINISTRY OF EDUCATION AND SCIENCE and THE DIRECTORATE FOR PUBLIC WORKS. The works are funded from the loan provided by the Government of the Republic of Hungary.
Invitation for tenderer will be opened for tenderers origined from the Republic of Hungary, hereby that main contractor have to be a company situated ih the Hungary at least 50% of export have to be realized by a registred companies of Hungary. As a part of Joint Venture, subcontractors may be a companies abroad of Hungary. In case that above mentioned condition have met complied, the bid will be rejected.
This is a unit-price based tender.
Deadline for completion of the tendered works is 12 months.
The tender is open to any company registered for the activities including the works subject to this tender.
Tenderers shall submit evidence on eligibility with respect to the Public Procurement Law, Article 4 (PJN 4) and the Construction License as for the Law on Construction Article 40 (OJ No. 55 / 2000).
To be estimated as substantially responsive, the tender shall be submitted in
English. Additionally, the eligibility evidence shall be submitted in the original language and accompanied with the translation in English made by a certified court interpreter.
Enclosed to tender the tenderer shall submit the Bank Guarantee amounting to 2% of the tender price and the statement on tender validity for 90 days from the date of the tender opening session as scheduled in the Invitation to Tender.
Tender Documents are available at the premises of the Directorate for Public Works starting with 03/05/ 2006 every working day from 08.00am to 04.00pm local time. The Tender Documents will be issued by Miss. Anita Zivkovic, CE upon presenting evidence on transfer of EUR 2.000,00 for purchase of tender documents to the account of the Directorate for Public Works held with the Podgoricka Banka. Account No: 550-4314-42.
The tender submission date is Jun 08 2006, 11.00h local time. The tenders are submitted to the Archive Room of the Directorate for Public Works, address Novaka Miloseva 18, Podgorica, in sealed envelopes and marked as defined in Tender Documents. Miss Svetlana Rakocevic, graduate lawyer, is officer in charge for issuance of confirmation that the tender has been submitted.
The tender opening in accordance with the Public Procurement Law (OJ No 40/2001) is scheduled for the same day, i.e. Jun 08 2006 at 11.30h at the premises of the Directorate for Public Works, Novaka Miloseva 18, Podgorica.
Tenderer is allowed to submit one tender only.
Evaluation of the tenders and selection of the successful tenderer is based on the following criteria:
1. Tender Price 70 points
2. Technical Specifications and Reference List 25 points
3. Completion date 5 points
At the Contract signing, the first-ranked tenderer shall submit to the Promoter the Performance Guarantee to the amount of 5% of the Contract Price.
During the period for which the Invitation to Tender is open, interested Tenderers can obtain all necessary information regarding works which are the subject of the tender through their authorized representative directly at the premises of the Directorate for Public Works, each working day from 08.00 am to 11.00 pm local time. I preliminary meeting for any queries, will be held on May 16, 2006 at 12 o'clock, II preliminary meeting for any queries, will be held on Jun 01, 2006 at 12 o'clock at the premises of Directorate of Public Works, address Novaka Miloseva N° 18, Podgorica.
Each tenderer shall fill in the form F 2341 Covenant of Integrity, thereof duly signed and being an integral part of the tender.
Tenderers will be informed on the tender results not later than 60 days after the tender opening date.
Contract Agreement will be entered with the successful tenderer.
Any late received and incomplete tender shall not be subject to further consideration.
Note Enclosed to tender, each tenderer shall submit catalogues and certificates for the proposed equipment in accordance with Book III, Tender Documents.
