Legal basis for payment of EUR 40.5 million of EU support in fight against coronavirus created

The Montenegrin Cabinet adopted financing agreements with the European Commission, creating a legal basis for the allocation of EUR 40.5 million in EU budget support in response to the coronavirus epidemic.
The Cabinet accepted Amendment 1 to the Financing Agreement for the IPA 2016 Programme, as well as the financing agreements for the IPA 2019 and IPA 2020 Programmes.
The coronavirus pandemic caused the need to introduce a series of urgent and effective measures to prevent and control its further spread, as well as social and economic policy measures that will mitigate the consequences of the crisis at the global level.
We remind you that the European Commission, recognising the efforts of the Government of Montenegro in implementing these measures, decided to financially support Montenegro in their implementation, which is an additional expression of the European Union's confidence in responsible and timely action by the Government in this area.
With a clear message of support to the countries of the Western Balkans in the critical moments of the spread of the novel coronavirus, it was emphasised that the European Union will support Montenegro in the fight against the spread of the virus and mitigating the economic consequences of the epidemic.
EUR 40.5 million of EU support will be directed to budget support for co-financing measures already implemented by the Government within the first three packages of measures to support the economy and society in response to the spread of coronavirus.
The funds will be paid in two tranches - a fixed tranche to budget support in the amount of EUR 28 million (70% of total support) and a variable tranche in the amount of EUR 12 million (30% of total support). The disbursement of the fixed tranche is planned for the third quarter of 2020, and the variable one at the end of the one-year programme, in the third quarter of 2021.
