ADENDUM 4
MINUTES
Of Pre-Tender Meeting
In accordance with Article 28 of the Public Procurement Law, Invitation to Tender No. 05-25/20 and Tender Documents, the Pre-Tender Meeting with regards to the construction and Commissioning of High School of Primary School in Budva was held at 12h on July 18th, 2006.
Upon the Promoter compiled Power of Attorney of each present Tenderer and made relevant introductory line, the Tenderers raised the issues herein replied to by the Promoter and Designer.

Question 1: Shall all the eligibility evidence be translated in English?
Answer 1: In accordance with tender documents, all the eligibility evidence shall be delivered in the original language followed with the translation in the official language in Montenegro by authorized court interpreter.
Question 2: In case of a joint venture tender submission, shall each Contractor submit eligibility evidence?
Answer 2: In case of the joint venture tender submission, each Contractor shall submit the same eligibility evidence separately. The same applies to the subcontractors with the value of works over 10% of the tender price.
Question 3: Is it allowed to submit the requested references of Tenderer in English (Book I, Tender Documents) without respective translation by the court interpreter?
Answer 3: The same as under Answer 1.
Question 4: Is it possible to receive design documents sitemap for the building in question?
Answer 4: The requested documents will be delivered to each tenderer having purchased tender documents, as well as to those who are yet to obtain it in an electronic form.
Question 5: What does the following in Book 1, Form F.7.2.4.R.1
refer to:
Provide the credit just for the tendered:
- in the amount ( tender price ) . ,
and
Further on in accordance with the Contract documents, we have raised funds for execution of additional works, contingencies and excess works eventually arising during realization of the Contract:
To the amount of ( 30 % of the tender price ) .
Answer 5: Invitation to tender and tender documents specify that the key requirement for participation in the concerned tender is provision of a credit line to the minimum of 6 (six) years period, out of which the first year will be grace period.
FormF.7.2.4.R.1. Letter of Tender, the Tenderer is to fill out the requested items, in this precise case (tender price), the credit amount for the tendered works should be filled in compatible with the evidence of the Credit Bank (Book II), while the field (30% of tender price) should be filled in with the 30% equivalent of the tender price for the siad works.
Please note that Section 4, Book I, Tender Documents, presents explanations for the quantities of works - additional works, contingencies, excess works.
Question 6: How will the variation orders be calculated?
Answer 6: Following Tender Documents, Book I, Section IV, article 6 and Section V Elements for prices not included in the Bill of costs the variation orders payment is defined.
Question 7: Book III, tender documents, part XVII Façade works, item.1. Demit facade what is the thickness?
Answer 7: Thickness is 3 cm.
Question 8: Book III tender documents, part XVIII Miscellaneous works, items 3,4,5 and 6. Details-layouts needed?
Answer 8: Locksmith and Carpentry layouts are issued under Addendum 3 to Tender Documents on CD.
Question 9: Shall the other partner that provides credit line and is only material and/or equipment supplier also furnish the building licence or the one presented by the leading partner is sufficient?
Answer 9: Tender documents on various pages (Book II) specify that the same evidence should be submitted per each contractor separately in case of the joint venture tender submission.
Question 10: If the licence of the other partner is required, can we conclude that pursuant to the tender documents it is possible to furnish the licence after the contract award and not only in line with tender?
Answer 10: Book II, Tender Documents, section 7 specifies that Tenderers from the Republic of Montenegro shall furnish the Construction Licence for the concerned works issued by the Chamber of Engineers of the Republic of Montenegro.
Where tenderer is not from the Republic of Montenegro, the tenderer shall provide the Construction Licence for the concerned works (or other certificate) issued by the authorised bodies of the state or republic wherein the tenderer is registered, and if selected for the successful tenderer, the tenderer shall validate the Licence with the Chamber of Engineers of the Republic of Montenegro.
The above mentioned as well as the Invitation to Tender outlines that the Tenderers are due to furnish the building licence for the concerned types of works in line with the tender submission.
Question 11: Is it acceptable, if the other joint venture member that has no machines or equipment nor employed workers, painters, bricklayers etc. but only deals with the engineering field, and therefore will be in charge of supply of material and equipment from abroad which will be installed on-site by leading joint venture members, to fill out tables 6.1.5.; 6.1.6.; 6.1.8.; 6.1.9.; by means of signing the aforesaid blank with and making a note the joint venture leader meets requirements specified in these tables ?
Answer 11: The same as under Answer 9.
Question 12: Shall a tenderer provide a credit line from the business bank directly to the Promoter?
Answer 12: Tenderer is due to provide the credit line form the business bank directly to the Promoter.
Question 13: Is the credit Terms of Redemption required when providing credit line?
Answer 13: When providing credit line, it is required to submit the credit Terms of Redemption Book II, section 10, Tender Documents.
Question 14: After the Contract agreement for the said primary school is signed, can the works follow immediately?
Answer 14: Yes, the works on the said locations can start immediately after the Contract agreement signing.
Question 15: Is the old or the new Public Procurement Law governing this tender?
Answer 15: As the Invitation to tender was announced in accordance with the Public Procurement Law effective from 2001, (OJ RoM, No.40/2001), the tenderers that have purchased tender documents for this tender will submit the latter in accordance with the aforesaid Law.

Question 14: After the Contract agreement for the said primary school is signed, can the works follow immediately?
Answer 14: Yes, the works on the said locations can start immediately after the Contract agreement signing.
Question 15: Is the old or the new Public Procurement Law governing this tender?
Answer 15: As the Invitation to tender was announced in accordance with the Public Procurement Law effective from 2001, (OJ RoM, No.40/2001), the tenderers that have purchased tender documents for this tender will submit the latter in accordance with the aforesaid Law.
