Press release on Cabinet decisions made on 24 September 2020 without holding session

The Montenegrin Cabinet, on Thursday, 24 September 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted the Information on measures intended for the tourism sector within the Third Package of Socio-Economic Measures - short-term measure "Interest subsidy on reprogramming of existing loans with Investment and Development Fund (IRF) and commercial banks" and instructed the Ministry of Finance to pay the amount of EUR 6,000,000 for 2020 from the Current Budget Reserve according to the submitted report of the Ministry of Sustainable Development and Tourism.

With the third package of socio-economic measures to support citizens and the economy to overcome the consequences of the coronavirus pandemic, worth EUR 1.22 billion, the Government has envisaged short-term measures and subsidies to reschedule existing loans with the IRF and commercial banks.

The Cabinet approved the Proposal for granting a loan from the budget of Montenegro to the Municipality of Danilovgrad in the amount of EUR 260,000 with the aim of overcoming the liquidity problems of the municipal budget due to the consequences caused by the coronavirus pandemic.

The Information on the use of funds from the Current Budget Reserve was adopted and consent was given to provide EUR 1,726,461.60 from the current budget reserve for the realisation of expropriation in the municipalities of Bijelo Polje, Plav and Gusinje within the construction of the road Plav - Vojno selo - Gusinje and reconstruction of the road Srđevac - Lozna - Sipanje - Phase II.

The Cabinet has accepted the Proposal for nominating projects to the List of Development Projects in the Field of Tourism. The following projects are included in the list: Construction of hotel "D" with annex "E", Kolašin, according to the condo business model; Construction of the hotel Elite Hotel & Residence, Kolašin, according to the condo business model and Construction of the hotel complex Montis hotel&resort, Kolašin, according to the condo business model.

The consent was given to the decisions on the flag, the musical notation of the anthem and the declaration of the National Holiday of the Members of the Albanian, Croatian and Romani People in Montenegro.

The National Council of Albanians in Montenegro has decided to use the Albanian national flag - a black double-headed eagle on a red background, as a coat of arms - a black double-headed eagle above which is a Skanderbeg helmet, on a red shield with a yellow border and as the anthem "Rreth flamurit të përbashkuar"("Around the unified flag"). November 28 - National Flag Day - has been declared as the National Holiday of the Members of the Albanian People in Montenegro.

The Croatian National Council in Montenegro has decided to use the flag and coat of arms of the Republic of Croatia, as well as the Croatian anthem ("Our Beautiful Homeland"). January 13 – the day of transfer of St.Tryphon's relics to Kotor - has been declared as the National Holiday of the Members of the Croatian People in Montenegro.

The Roma Council in Montenegro decided to use the blue-green Roma flag with a Roma wheel, and to use the red wheel as a coat of arms and the song "Gelem, gelem" (I went, I went) as the anthem, which was accepted by the World Romani Congress in 1971. April 8 - International Roma Day, also proclaimed at the 1971 World Romani Congress, has been declared as the National Roma Holiday in Montenegro.

The Cabinet passed the Decision on the establishment of the Public Institution for Accommodation of Adults with Disabilities and the Elderly "Podgorica", worth EUR 12,500,000 and with a capacity of 270 places.

The Decision on the appointment of an independent auditor for the audit of the financial statements of "Airports of Montenegro" JSC for 2019 was passed, which appointed the company "EuroRev" LLC Podgorica as an independent auditor.

The Information on the realisation of the Project of intensive revitalisation of the electricity distribution network was adopted, in which it is stated that within the Project worth EUR 82 million and planned for realisation during three years, 95.83 percent of the investment plan worth EUR 12.4 million was realised in the first year.

Information on the transition of the World Bank from LIBOR and EURIBOR as reference interest rates was also considered, stating that, in accordance with the World Bank Initiative, from 1 January 2022 it will not be mandatory for reference banks on the London interbank market to determine LIBOR and that EURIBOR is in the phase of transformation, which is why it is proposed to switch to other reference rates, which requires amendments to the loan and financing agreements. The Cabinet accepted the Amendment to the loan agreements and authorised the Minister of Finance, Darko Radunović, to sign the Amendment to the loan agreements.

The Decision on the opening of the Consulate of Montenegro in Waiblingen - Federal Republic of Germany was passed. The Consulate in charge of the province of Baden-Württemberg will be headed by an honorary consul.

Vladimir Beratović was relieved of his duties as an Adviser to the Prime Minister of Montenegro due to his transfer to another position.

Milena Savović Baptista, the current Acting Director of the Games of Chance Administration, has been appointed Director of this Administration.

Edina Dešić, the current Acting Director-General of the Directorate for Access to the Labour Market in the Ministry of Labour and Social Welfare, has been appointed Director-General of this Directorate.
