Press release on Cabinet decisions made on 1 October 2020 without holding session

The Montenegrin Cabinet, on Thursday, 1 October 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted decisions on amendments to the spatial and urban plans of the Capital City Podgorica and Ulcinj Municipality.

The Decision on Amendments to the Decision on Drafting Amendments to the Spatial Urban Plan of the Capital City Podgorica prescribes a ban on construction in the Protection Zone II of the Zeta River Nature Park until the adoption of Amendments to the Spatial Urban Plan of the Capital City Podgorica, which will provide more detailed guidelines for construction, all in accordance with the Study of Protection and the Decision on the declaration of the Zeta River Nature Park.

The Decision on the adoption of Amendments to the Spatial Urban Plan of the Municipality of Ulcinj provides spatial planning preconditions for the implementation of the Agreement on the lease of state-owned land, for the construction of the solar power plant Briska Gora. Amendments to the Spatial Urban Plan propose to increase the zone for the construction of a solar power plant from 467 ha to 925.25 ha, i.e. solar power plant capacity from 118 MW to 262 MW. 

The Draft Amendments to the Spatial Urban Plan of the Municipality of Kolašin with the Programme of holding a public debate, lasting 15 working days, has been adopted.

The aim of the plan is to create planning preconditions for new investments, in accordance with the intention of the state of Montenegro for the development of tourism and prosperity of the municipalities of the Northern region.

The Information on activities on the implementation of the Decision on criteria, manner and procedure of selection of persons who can acquire Montenegrin citizenship by admission for the purpose of implementing a special investment programme of special importance for the economic interest of Montenegro for the third quarter of 2020 was adopted. The Information states, among other things, that Decisions on admission to Montenegrin citizenship have been issued for most of the applications that received a positive opinion from the agent for the assessment of international suitability, while a number are still in the decision-making process and that according to information obtained from licensed agents, there is still great interest in this programme, globally.

The Cabinet adopted the Information on the signing of the Memorandum of Understanding between the Ministry of Health of Montenegro and Acıbadem Sağlık Hizmetleri ve Tic. A.Ş, accepted the Memorandum of Understanding between the Ministry of Health of Montenegro and Acıbadem Sağlık Hizmetleri ve Tic. A. Ş. and authorised Minister of Health Kenan Hrapović to sign the Memorandum on behalf of the Government.

The Report on financing of projects and programmes of non-governmental organisations in 2019 was adopted, which states, among other things, that in accordance with the Decision on determining priority areas and the amount of funds for financing projects and programmes of non-governmental organisations in 2019, a total of EUR 3,705,589.78 was allocated for national projects, EUR 2,763,045.38 for areas of public interest and EUR 942,544.40 in the filed of protection of persons with disabilities.

The Cabinet gave its consent to fill the vacancies that are not foreseen in the Personnel Plan for 2020, in the Office of the Prime Minister and the Ministries of Finance and Education.

Volker Zeh was appointed Honorary Consul of Montenegro in Waiblingen - Federal Republic of Germany, with jurisdiction over the province of Baden-Württemberg.

The Cabinet adopted a Decision on the closure of the Consulate of Montenegro in Istanbul headed by an Honorary Consul and adopted a Decision on the opening of the Consulate of Montenegro in Balikesir, Republic of Turkey.

Current member of the Management Board of the Accreditation Body of Montenegro Dragan Vukčević has been appointed President of the Management Board.

The Management Board of the Health Insurance Fund of Montenegro has been appointed, consisting of: Ljiljana Adžić, Director of the Primary Health Care Centre Nikšić, at the proposal of the Ministry of Health, President; Simeun Dragaš, surgeon at the General Hospital "Blažo Orlandić" Bar, at the suggestion of the Ministry of Health, member; Ljubica Radović, Adviser in the Directorate for State Budget in the Ministry of Finance, at the proposal of the Ministry of Finance, member; Vukašin Zogović, President of the Main Board of the Union of Free Trade Unions of Montenegro (USSCG), at the proposal of the Union of Free Trade Unions of Montenegro, member; Filip Lazović, at the proposal of the Union of Employers of Montenegro, member; Aleksandar Mugoša, President of the Medical Chamber of Montenegro, at the proposal of the Medical Chamber of Montenegro, member and Vjera Medojević, employee representative in the Fund, at the proposal of the Health Insurance Fund of Montenegro, member.

Darko Uskoković, current acting director general of the Directorate General for Bilateral Affairs in the Ministry of Foreign Affairs, has been appointed Director General of this Directorate.

The Cabinet gave its consent to the Sailing Club "Delfin" from Tivat for the organisation of the European Championship in the Laser Standard and Laser Radial U 21 classes.
