Press release on Cabinet decisions made on 8 October 2020 without holding session

The Montenegrin Cabinet, on Thursday, 8 October 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted Information on the need to procure medicine remdesivir for the treatment of infectious with COVID – 19 and Information on concluding the Agreement on undertaken obligation according to the model of optional procurement of vaccine against COVID – 19. The procurement in a total estimated value greater than EUR 2.5 million provides that Montenegro receives without waiting and subsequent registration the needed quantity of vaccines when it is produced. 

The Information on payment of stimulation to employees working with COVID patients in the sector of public health for September 2020, was considered. 

The Cabinet gave its consent to pay in an emergency situations, a stimulus in the amount of 30 % to regular earnings for September 2020 to public health employees working with COVID patients. The decision refers to employees in health centres, the Clinical Center of Montenegro, General Hospitals in Nikšić Berane, Bar, Pljevlja and Bijelo Polje, Special Hospital "Dr. Jovan Bulajić" in Brezovik, Institute for Emergency Medical Service, employees of the Institute of Public Health Montenegro working on the reception and processing of samples for PCR testing for the novel coronavirus and employees who work or are additionally engaged from other sectors within the Centre for Disease Control and Prevention.

The Cabinet passed the Information on formation of the Commission for revision of technical documentation for the bypass around Budva on the motorway route along the Montenegrin Coast and agreed to allocate EUR 461.420 for the work of the Commission for Revision of the Preliminary Design of the Bypass, which is 10% of the design value provided from the non – refundable funds through the Western Balkans Investment Framework (WBIF) mechanism. The Commission is headed by Prof. Dr. Duško Lučić, regular professor at the Faculty of Civil Engineering, University of Montenegro.

The Cabinet adopted the Information on the state of the environment in Montenegro in 2019. The basic document assessing the overall state of the environment in Montenegro contains an overview of the state of the environment in the following segments: air, waste management, climate change, biodiversity, water, noise, marine ecosystem, radioactivity, land, chemicals.

The Cabinet adopted the Information on the use of funds from the Current Budget Reserve and agreed to provide EUR 373,628.50 from the reserve for expropriation for the needs of the Water Supply and Sewerage Project on the Montenegrin coast, Phase V - Ulcinj.

Consent was given to the Decision on the distribution of retained earnings of the Public Company for Management of Marine Assets of Montenegro for 2020, which was passed by the Board of Directors of the Public Company. The decision allocates EUR 1,779,614.80 for the implementation of several specific projects, and allocates EUR 762,692.06 to the Public Company for the Management of Marine Assets for several projects within the competence of this public company.

The Information on the need to provide a loan for the implementation of project activities within the Interreg IPA CBC Italy - Albania – Montenegro Programme, was adopted. For projects in Montenegro envisaged by the Programme, it has been allocated a EUR 260.000 which will be reimbursed from the funds of the European Union, i.e. the Managing Authority of the cross-border cooperation programme Italy - Albania – Montenegro. 

The Cabinet adopted the Information on the project "Improving the Efficiency of Justice" with the Proposed Annex to the Agreement between the Government of Montenegro and the United Nations for Development and accepted the Annex to the Agreement on Joint Financing of the Project between the United Nations Development Program and the Government of Montenegro. The annex, in accordance with the funds determined by this year's budget, provides EUR 150.000 for the implementation of the Programme.
