Press release on Cabinet decisions made on 15 October 2020 without holding session

The Montenegrin Cabinet, on Thursday, 15 October 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted the Information on the extension of the Wage Subsidy Programme in order to mitigate the negative effects of the novel COVID 19 epidemic.

The Information for the procurement of disinfectants and other means, as well as instruments used in measuring body temperature for the needs of preschool facilities, was adopted. The Property Administration, to which EUR 46,000 were redirected, is in charge of procuring disinfectants and other means and instruments used in measuring body temperature for the needs of preschool facilities, in an urgent procedure, in accordance with the Public Procurement Act.

The Cabinet adopted the Information on providing part of the funds necessary for the smooth functioning of the Public Enterprise for National Parks of Montenegro and agreed to redirect EUR 180,000 necessary for the smooth functioning of the Public Enterprise in order to remedy the negative effects caused by the COVID 19 pandemic.

The Report on the conducted supervision over the procedure of revision of museum material and museum documentation in the Public Institution National Museum of Montenegro and on the determined condition, number and value of museum material in the revision procedure was adopted.

The Decree amending the Decree on the manner of planning and implementation of centralized public procurement was adopted. For the sake of savings, the Part of the Decree related to the procurement of fuels and motor oils has been changed so that centralized procurement is mandatory for the needs of state administration bodies responsible for defence and administrative bodies responsible for police affairs, which was not an obligation in the previous order.

The Cabinet adopted the Twenty-sixth Quarterly Report on Overall Activities in the Process of Montenegro's Integration into the European Union for the Period April-June 2020 and the Thirteenth Semi-Annual Report on Overall Activities in the Process of Montenegro's Integration into the European Union for January-June 2020.

The semi-annual report, which contains a list of all activities, states that Montenegro officially notified the European Commission in the reporting period of the adoption of the New Methodology of Accession to the European Union, and that our country continued to harmonize and implement the acquis communautaire, that it has opened negotiation chapter 8 - Competition. By opening all chapters in the accession negotiations, Montenegro has confirmed the position of the leader in European integration and started a demanding phase of negotiations in which the focus will be on chapters in which internal readiness for their temporary closure has been achieved - the report states.

The Cabinet adopted the Report on the Implementation of the 2019 Action Plan of the Regional Development Strategy of Montenegro 2010-2014, which states that in 2019 86.4 percent of the plan was implemented and that a total of EUR 696,990,626 were invested in the implementation of 571 development project, programmes and activities. EUR 353.7 million was invested in the Northern Region (51 percent of the total investment), EUR 252.8 million (36 percent) in the Central Region and EUR 90.4 million (13 percent) in the Coastal Region.

The Cabinet has instructed the ministries of finance, sustainable development and tourism, agriculture and rural development, transport and maritime affairs, education, science, labour and social welfare, health, culture and foreign affairs, as well as the Investment and Development Fund and the Employment Agency to determine development projects, scope and type of measures and funds for their implementation, appropriate to the level of development of local self-government units, i.e. the region.

The 2020 Action Plan for the implementation of the Regional Development Strategy of Montenegro for the period 2014-2020 has been adopted, for the implementation of which investments of EUR 811,987,995 are planned, which is EUR 11 million more than the funds planned in 2019.

The Cabinet adopted the Information on the preparation of detailed planning documentation for the needs of construction of development and infrastructure projects related to the implementation of the Decision on the development of this planning document adopted at the Cabinet session held on 18 April 2019 in order to create planning conditions for the implementation of development and infrastructure projects.

The Information on the conclusion of the international Agreement between the Government of Montenegro and the European Centre for Medium-Range Weather Forecasts (ECMWF) on the accession of Montenegro to the Convention on the Establishment of a European Centre for Medium-Range Weather Forecasts and related conditions was adopted. The Agreement between the Government of Montenegro and the ECMWF on the accession of Montenegro to the Convention on the Establishment of a European Centre for Medium-Range Weather Forecasts and Related Conditions was accepted.

Montenegro's full membership in the ECMWF, of which our country has been an associate member since 2007, is a prerequisite for the purposeful and efficient functioning, upgrading and improvement of the meteorological service.

Aleksa Marojević, a member of the Management Board of the Labour Fund, a representative of the Union of Free Trade Unions of Montenegro, was appointed President of the Management Board of the Labour Fund.

Aleksandar Dajković, the current Acting Director General of the Directorate for inspection affairs and licensing in the Ministry of Sustainable Development and Tourism, has been appointed Director General of this Directorate.

The Cabinet considered and accepted the proposals of the Commission for Personnel and Administrative Affairs and passed decisions on the termination of the mandate of Advisers to the Deputy Prime Minister for Political System, Ljiljana Radonjić, Đina Popović and Alen Nikezić due to resignations and the proposal to dismiss the Advisers to the Deputy Prime Minister for Regional Development, Admir Adrović, Mirsad Nurković and Mirsad Azemović on the basis of personal requests.

On the basis of personal requests, State Secretaries in the Ministry of Finance Nemanja Katnić and the Ministry of Human and Minority Rights Aleksandar Saša Zeković were relieved of their duties.

Secretary of the Ministry of Sustainable Development and Tourism Zoran Tomić, Director General of the Directorate for Valorization of Tourist Sites in the Ministry of Sustainable Development and Tourism Nada Pavićević, Director General of the Directorate for Justice, Criminal Legislation and Supervision in the Ministry of Justice Marijana Laković-Drašković were relieved of their duties on the basis of personal requests.

Dr. Milosav Anđelić was relieved of his duties as State Secretary for Forestry, Hunting and Wood Industry in the Ministry of Agriculture and Rural Development, at his personal request.

Dr. Danilo Ćupić, Director General of the Directorate for Supervision in the Ministry of the Interior and Marina Spahić, Assistant Director of the Agency for Nature and Environmental Protection - Head of the Sector for Nature Protection, Monitoring Analysis and Reporting, were relieved of their duties due to the abolition of these positions based on the internal organization and systematization of the Ministry of the Interior, i.e. the Agency for Nature and Environmental Protection.
