Press release on Cabinet decisions made on 22 October 2020 without holding session

The Montenegrin Cabinet, on Thursday, 22 October 2020, without holding a session and based on the obtained consent of the majority of the Cabinet members, adopted the Report on implementation of the Work Programme of the Government of Montenegro for the I, II and III quarters of 2020 along with the Report on implementation of conclusions of the Government of Montenegro for the I, II and III quarter of 2020.

The work program of the Government of Montenegro for I, II and III quarter of 2020 plans a total of 191 topics, of which 62 topics are within the competence of the Commission for political system, internal and foreign policy, while 129 topics are within the competence of the Commission for economic policy and financial system.

The Twenty-seventh quarterly Report on the overall activities within the process of Montenegro's integration into the European Union for the period July-September 2020, was adopted. The Report includes significant events from the process of accession of our country regarding the political dialogue between Montenegro and the EU, the accession negotiations of Montenegro to the EU, informing the public about the process of accession to the Union, activities of the Committee on the European Integration of the Parliament of Montenegro, harmonization of Montenegrin legislation with the acquis communautaire and the Instrument for Pre-Accession Assistance - IPA. 

The Cabinet adopted Information on amending the Information on the extension of the Wage Subsidy Programme, in order to mitigate the negative effects of the novel coronavirus COVID-19 epidemic.

The Information on representation between the Government of Montenegro and the Crown Agency Japan Limited regarding the implementation of the grant from Japan for the assistance to the economic and social development programme with the proposed agreement, was adopted. This is a donation from Japan to the health system of Montenegro in the amount of one hundred million yen (≈800,000 euros), in order to improve the economic and social development of Montenegro.

The Cabinet adopted the Programme on development of information and communication technologies of the judiciary for 2021-2023 - the third strategic document in this area after the Strategy on information and communication technologies of judiciary for 2016-2020 and ICT Strategy in the field of justice for the period 2011-2014. 

The program is primarily dedicated to the development and improvement of the judicial information system, as a unified system of courts, state prosecutor's offices, the Directorate for the Execution of Criminal Sanctions and the Ministry of Justice. The development and introduction of information systems which improve the exchange of data and analytical and statistical capacities of the judiciary are the foundations of the overall reform of the judicial system. The significant place within the implementation of these activities takes the construction of a modern and justice-like information system, which must meet all identified needs, but also has instruments that will enable its further development, in terms of upgrading the existing framework and be in line with future user needs.

The Decision was adopted on allocation of budget funds for stimulating the production of electricity from renewable sources and highly efficient cogeneration, which allocates the funds determined by the Law in the Budget of Montenegro for 2020 in the amount of EUR three million for stimulating the production of electricity from renewable sources and highly efficient cogeneration to the company "Montenegrin Electricity Market Operator."

The Information on the Proposal of the Agreement on Amendments to the Financial Agreement 2014-2020, concluded on 6 December 2017, within the IPARD II Support for Agriculture and Rural Development of the Instrument for Pre-Accession Support IPA II, was adopted. The Cabinet accepted the agreement and authorized the Chief Negotiator and National IPA Coordinator, Aleksandar Drljević to sign the agreement. 

The amendments further prescribe the Union's financial obligations in the implementation of the IPARD II programme, the Union's financial obligations for the IPARD II programme for Montenegro for the period 2014-2020 and the validity of these obligations and provisions for entrusting budget execution tasks to Montenegro for accredited IPARD II programme measures and define provisions for entrusting budget execution tasks.

The Cabinet adopted a Plan for the implementation of recommendations of the third cycle of the General Periodic Review and instructed all stakeholders to appoint coordinators for the preparation of medium and periodic reports on thematic areas indicated in the Plan - a document by which the Government of Montenegro undertakes to implement measures and activities in the upcoming period, with the aim of improving the entire national system for the protection of human rights. 

The Government adopted the Information on the continuation of the project "Creative Montenegro - economic valorization and creative industries" and accepted the annex to the Financing Agreement between the United Nations Development Programme and the Ministry of Culture of Montenegro.

The information states that so far the Ministry of Culture has allocated EUR 500,000 and the United Nations Development Programme EUR 140,000, but as this year the coronavirus pandemic slowed down the implementation of certain activities and made it necessary to implement emergency projects to reduce the consequences of the pandemic, there was a need for extending the project and providing additional funds. The project, at the suggestion of the Ministry of Culture, is being extended for another year.
