Session of the Council for Regulatory reforms and business environment improvement

The Council discussed the Doing Business Action Plan and implementation of activities, measures and recommendations provided by the World Bank aimed at improving conditions for the development of an open and competitive business environment in Montenegro. It was concluded that the implementation of these measures is essential for entering the list of 10 top reformers of the World Bank's Doing Business Report for 2011, which would underline and confirmed all reforms that Montenegro carried out in the previous period. The Council discussed the Draft Law on business environment improvement, with the assessment that all the initiatives by the private sector in the preparation of the Law are considered useful and welcome. The objective of new legal solutions is to establish a mechanism for the improvement of the work of administration and achievement of benefits for the private sector. The Council reviewed the activities of the Operating "Guillotine" and its future activities aimed at establishing improved regulatory framework for the elimination of business barriers. The Council praised the efforts of the Municipality of Bar focused on the business environment improvement and concluded that this Municipality was the first one in initiating the "guillotine" of regulations. Moreover, the Council has considered recent improvements of positions of Montenegro in the Economic Freedom Index published by the Heritage Foundation, improving its positions by 26 places, and the Transparency International by 19 places, and ranking of Montenegro first time Montenegro by the Freedom House.
