“…The Ministry of Finance in the past period has created grounds for comprehensive tax system in Montenegro, especially in relation to the tax rates. In the forthcoming period, one of the priorities will be the further improvement of the tax system, with the objective of enabling the taxpayers and investors and internationally recognized institutions to identify Montenegro by the ease of doing business, especially by the ease of paying taxes. In this regard, the help of the European Union’s IPA projects and their partners, the Swedish Institute of Public Administration, as well as their experts will be of crucial importance to the Ministry of Finance in its effort to further improve the tax system particularly in relation to legal solutions improvement and implementation procedures. At the end of the Project implementation the Ministry of Finance and the Tax Administration will have concrete results, and that is both the more efficient laws and administration, simplified and less expensive procedures, and ultimately to have a better taxation culture of taxpayers resulting in the increase in revenues …”
