At today’s Cabinet meeting, chaired by Prime Minister Milo Djukanovic, placing particular emphasis on the European integration process, the Government of Montenegro adopted the Framework Action Plan for the Delivery of Commitments arising from the Stabilization and Association Agreement in 2010. The Action Plan includes some 20 outstanding tasks and lays down with clear time limits for their completion. The activities planned for June and July include the completion of the Law on the Protector of Human Rights, the Electronic Media Law, amendments to the Electronic Communications Law, the Strategy for the Fight against Corruption and Organized Crime and the Decree on Displaced and Internally Displaced Persons. The Anti-Discrimination Law has already been presented to the Parliament, whereas the working group drafting the Law on the Election of Councillors and Deputies will intensify its work in order for the law to be passed as soon as possible.
The Government expressed confidence that all the outstanding commitments would be met in time and that, by the end of the year, Montenegro would obtain EU candidate status and a recommendation for the opening of EU accession talks.
In addition, the Government adopted the Decision to produce a Detailed Spatial Plan for Multi-Purpose Storage Reservoir on the Komarnica River. The Spatial Plan and the Eneregy Development Strategy of Montenegro provide for the building of a hydropower plant on the Komarnica River, with an annual capacity of around 230 GWh.
The Government adopted the 2010-2012 Action Plan for the Implementation of the International Health Regulations. The International Health Regulations are a binding legal document signed between the International Health Organization and 194 state parties, whose aim is to prevent, protect, control and provide for adequate public health response to international spread of diseases, in a manner proportional to the existing public health risk, without restricting international transport and trade.
The Government also adopted the First National Climate Change Report in accordance with the UN Framework Convention on Climate Change and the Concession Paper for the Commercial Use of the KO Bijela Port.
