Tenth Session of the Council for Regulatory Reforms and Business Environment Improvement

The Council reviewed the implementation progress of activities envisaged by the Analysis of regulations affecting the indicator »issuing construction permit «, prepared by the Ministry of Spatial Planning and Environmental Protection. The analysis provided for the status of play in the procedure of obtaining the construction permit, along with the recommendations for the improvement of procedure, reducing the costs and the number of required days for its issuing. The document was prepared within the obligations set by the Action plan on Doing Business, defined in cooperation with the World Bank with the objective of improving the business environment in Montenegro. The Council has discussed the initiative on amending certain legislations, such as the Business Organizations Law and the Law on General Administrative Proceedings. Furthermore, as a result of activities of the Operating Team for the regulatory reforms, i.e., the “Guillotine of Regulations”, the Council has reviewed the recommendations for the reform the inspection system and reforms in the area of misdemeanor proceedings. Within the activities of the Operating Team, it was determined the Draft Decree on putting out of effect certain subordinate legislations, with the overall objective to improve the business conditions and the overall legal system of Montenegro.
