DPM Aleksić meets with civil activists Aleksandar Saša Zeković and Vojin Grubač

Deputy Prime Minister for Education, Science and Relations with Religious Communities Budimir Aleksić met with Aleksandar Saša Zeković, co-author of the study "Concealed mass graves: An official taboo," and Vojin Grubač, President of the NGO Center for Real Politics from Podgorica. The discussion focused on a humanistic approach to recognizing innocent civilian victims from and after World War II, who remain officially unacknowledged in Montenegro.

The participants agreed that, regardless of the passage of time, it is the state's responsibility to investigate and address the consequences of all serious human rights violations. The discussion also covered cases currently before relevant state authorities concerning innocent victims of the wartime and post-war period, where, due to objective challenges, progress has stalled for many years.

It was assessed that, given Montenegro’s broader societal experience and the ongoing European integration process, the country is now in a position to provide an appropriate institutional response to these critical issues—without any revisionist narratives but rather with the sole purpose of halting the continued lack of recognition and humanization of the victims of extrajudicial executions.

Various approaches were explored to underscore the state’s responsibility in upholding human rights and ensuring the dignified acknowledgment of all deceased individuals.
