Great opportunity for electoral legislation reform to be completed

The reform of electoral legislation is crucial, and the Government fully supports the Legislative Committee of the Parliament of Montenegro in completing this demanding task, said Prime Minister Milojko Spajić during a meeting with ODIHR Director Matteo Mecacci.

During the discussion, it was emphasised that this approach will increase citizens' trust in the entire electoral process, with achieving the highest European standards being one of the conditions for EU integration.

It now appears to be the right moment for electoral legislation reform, as there is significant political will to undertake substantial reforms for the benefit of all citizens of Montenegro, rather than parties or individuals. We must not miss this opportunity, Prime Minister Spajić stated.

The Director of the the OSCE Office for Democratic Institutions and Human Rights (ODIHR) highlighted that there is no perfect electoral system that would work in every country, but there are numerous recommendations to elevate the entire process in Montenegro to a higher level.

Every system has its specificities, and one of ODIHR's advantages is that we examine the situation in multiple countries and have extensive experience. I believe that as a country, you have the chance to reach a solution now because you have enough room to implement recommendations. We are ready to provide support and assistance in technical matters, Mecacci emphasised.

During the meeting, significant decisions made in recent months were discussed, indicating that Montenegrin society is prepared to effectively work on deep reforms.

The substantial importance of ODIHR observers' presence during the 2023 elections was also noted, which helped strengthen the electoral process and increase citizens' trust in it.

It was concluded that effective communication will continue, and ODIHR can rely on the Government's responsible approach to continue successfully performing its important duties.
