Health system reform

The government takes care of the capacities to meet the needs for health services and make services available to citizens, in accordance with the financial possibilities. At the heart of it all is good planning. The planning process includes the involvement of management structures of health care institutions, and the modern organization of the health system implies certain autonomy for them.

The ongoing reform process at all levels of health care requires the strengthening of managerial capacities, as part of ensuring fully capacitated management structures of health care institutions. The system of autonomy has recognized the adoption of a large number of laws and bylaws, and the process of implementing comprehensive changes in the health system and the need for good planning has imposed the obligation to make the health system tailored to citizens, through the implementation of these laws, in accordance with sustainable development policy, and to recognize us, as the implementers of the overall policy, as “prudent managers”, which is one of the requirements of the reform.

The reform at all levels of health care, which we have designed precisely and in detail, aims to develop quality and affordable public health care, based on universality, solidarity, equality, fair financing and security of health care. In order to improve the health and well-being of the population and reduce health inequalities, we adopt and implement measures to strengthen and protect health, prevent disease and improve the health literacy of the citizens of Montenegro. We strive to increase the capacity of health activities in line with the needs of the population, and thus provide better access to quality health care for all and better working conditions of health professionals. We also strive to ensure the financial sustainability of health insurance.
