The Montenegrin Cabinet held its 67th session, chaired by Prime Minster Dritan Abazović. The Cabinet approved a proposal to amend the Law on Spatial Planning and Construction. The key change is the extension of the deadline for adopting the general regulation plan. The Cabinet adopted the Draft Law on the ratification of the Agreement between the Government of Montenegro and the Council of Ministers of the Republic of Albania on the construction of an interstate bridge over the Bojana/Buna River. Montenegro and Albania signed an agreement on 27 February 2023. This project represents a significant step in improving transportation links between the two countries. By enhancing connectivity, it's expected to unlock the full potential of natural and cultural resources in the region, fostering economic and social development.
Montenegro's progress towards EU integration was highlighted in the 19th semi-annual report. The report emphasised the country's achievements in aligning with EU legal standards. Of particular note was the development of a unified working procedure for negotiation groups, which streamlines the negotiation process and ensures a more coordinated approach.
An overview of funding and co-funding for projects undertaken by NGOs in 2022 was provided. The allocation of €5,050,000 demonstrated the government's commitment to supporting a wide range of projects initiated by NGOs. These projects cover areas such as public interest, disability protection, and projects supported by EU funds.
The session included information about the financial agreement for the Danube Region Programme for the period 2021-2027. This programme focuses on transnational cooperation across various regions to promote sustainable development. The programme covers a total of 14 countries and aims to address key priorities, including environmental sustainability, economic development, and social cohesion.
An update was provided on the Interreg Europe Programme for 2021-2027, which has expanded its geographical reach to include additional countries. This expansion allows for greater regional cooperation in the field of regional development, knowledge sharing, and policy improvement.
Information was provided about funding for the "Mehmed Fatih" Islamic School in Podgorica. The allocated €800,000 is intended to support the school's activities and maintain the quality of education.
An update was shared regarding a Memorandum of Understanding between Montenegro and Hungary for the Stipendium Hungaricum Programme. This programme promotes educational exchange and cooperation between the two countries, offering opportunities for students to study abroad.
The Cabinet discussed the termination of a contract with the "Northstar" Consortium and "Eques Capital Limited". The termination was prompted by disputes, and negotiations are ongoing to find a mutually acceptable resolution.
The Cabinet approved measures to restore an underground tunnel in Podgorica. This action was taken in response to a criminal incident involving the tunnel. Restoring the tunnel to its original state is essential for safety and security.
