The Ministry of Tourism, Ecology, Sustainable Development, and Northern Region Development republishes a public advertisement for a National consultant to support the Working group on Sustainable Development Finance of National Council for Sustainable Development.
Briefly about the project
The implementation of the project "Strengthening the Montenegrin Nationally Determined Contribution (NDC) and the Transparency Adaptation Action through the Transparency Capacity Building Initiative" (CBIT) is an opportunity to strengthen the capacities of Montenegro to fulfill new international obligations related to monitoring, reporting and verification of actions related to climate changes. The project will support Montenegrin institutions in fulfilling these obligations, especially the new transparency requirements from Article 13 of the Paris Agreement. A parallel and complementary need, which this project will satisfy, is the strengthening of Montenegrin institutional and regulatory frameworks related to the Regulation on the mechanism for monitoring greenhouse gas emissions and the European Union emissions trading system.
The mentioned expert will be engaged under a consulting contract from October 202 to October 2024 (6 days per month during this period).
Objective of the task
The general goal and expected outcome of this set of activities is to support the Working Group for Financing Sustainable Development of the National Council for Sustainable Development (NSOR). The consultant will play a key role in facilitating the coordination and strategic development of the Sustainable Development Financing Working Group. The consultant's expertise will be of essential importance for the improvement of cooperation between line ministries responsible for finance, economic development, the Directorate for Climate Change, working groups. It will support the NSDR Secretariat in the coordination and strategic development of the Working Group for Financing Sustainable Development Goals.
The National Consultant will be tasked with achieving the following objectives:
Providing support to the NSDR Secretariat in the coordination and strategic development of the Working Group for Financing Sustainable Development. This includes helping to formulate strategies, action plans and policies to improve the financing of sustainable development in the country.
Duties
Under the direct supervision of the project manager, the expert will be in charge of the activities that are given in the task description attached to this competition.
Education and experience
- University degree in subject areas relevant to the assignment – economics, political science, environment, natural sciences. A higher degree of education will be preferred;
- At least 5 years of relevant professional experience relevant to the needs of the project assignment:
- Experience in working with a wide range of stakeholders (private, governmental, etc.);
- Proven knowledge in communication with data producers, data processing from different sources, preparation of inputs for data providers;
- Experience in using various systems analysis methods and techniques would be considered an advantage;
- Knowledge of the English language.

Note for applications of civil servants
Hiring civil servants is possible only in the case of highly justified short-term hiring of civil servants from: state universities, research institutions and specialized state institutions with unique expertise. For such cases, a decision on the possibility of engagement will be made after approval by UNDP.
The shortlisted candidate is obliged to provide a letter of approval from the institution in which he is employed, proving that the institution gives consent to the engagement and confirmation that he is no longer employed by the institution in question.
Evaluation of applications
The evaluation of the applications received will be performed by the expert commission formed by the Ministry of Tourism, Ecology, Sustainable Development and Northern Region Development. The selected candidates will be invited to an interview with the commission. Candidates will be informed in writing about the decision of the commission on the selection of the best candidate.
Contract conclusion
Once the applications are evaluated by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and Northern Region Development, the Ministry will sign a contract with the selected candidate for the purpose of his/her engagement within the project.
