The 51st Cabinet session – 4 May 2023

The Montenegrin Cabinet held its 51st session, chaired by Prime Minister Dritan Abazović.

‎The ‎‎Cabinet adopted the 2023 Action Plan for the implementation of the Strategy for improving the quality of life ‎‎of LGBTI‎‎ persons in Montenegro for the period 2019-2023 and ‎‎the Report on the implementation of the Action Plan for 2022. Activities from the Action Plan are aimed at defining measures for the protection of human rights ‎‎of LGBTI‎‎ persons, with the aim of eliminating any direct and indirect discrimination based on sexual orientation and/or gender identity, reducing homophobia and transphobia in Montenegrin society, and constantly improving social acceptance ‎‎of LGBTI‎‎ persons and quality of life ‎‎of LGBTI‎‎ persons in Montenegro. ‎

The Cabinet adopted the Information on the need to form the Working Team for coordination of activities within the Berlin Process‎‎ and ‎‎the Decision on the formation of the Working Team‎‎. The working team consists of representatives of all competent authorities, headed by the Prime Minister's Foreign Policy Adviser ‎‎Đorđe Radulović‎‎.

‎The Cabinet adopted‎‎ the Information on acting on the recommendations referred to in paragraphs 15, 19 and 23 of the Concluding observations on the third periodic report of Montenegro, with plans for the implementation of all recommendations from the Concluding observations.‎‎ The UN Committee against Torture, in its Concluding observations on the third periodic report of Montenegro, noted that the state has made some progress, welcoming the legislative, administrative and institutional measures it has taken in the areas of relevance to the Convention against Torture and other forms of cruel, inhuman or degrading treatment or punishment, but also that it is necessary for the State to make additional efforts, and made recommendations in order to further improve conditions of detention, investigation of cases of torture and ill-treatment and impunity for war crimes and legal protection for victims.

Furthermore, the Cabinet voted to donate a total of 13 million euros from the Special Investment Programme of Importance for the Business and Economic Interest of Montenegro to 13 municipalities in the northern part of country.
