The 58th Cabinet session – 10 February 2022

The Montenegrin Cabinet, at its 58th session held on 10 February 2022, chaired by Prime Minister Zdravko Krivokapić, adopted the Information on the need to initiate negotiations on Montenegro's participation in the EU's Citizens, Equality, Rights and Values programme. In accordance with Protocol 8 of the Stabilisation and Association Agreement, Montenegro was a full member of the Europe for Citizens Programme 2014-2020, which was aimed at promoting democracy, history and diversity of the European Union. In the 2021-2027 programming period, a new programme Citizens, Equality, Rights and Values was established, which refers to the thematic areas of previous programmes. The Information emphasises that this is the largest programme so far aimed at promoting and protecting the values of the Union: democracy, rule of law, fundamental rights, transparency and good governance, and that it aims to establish a more democratic Europe and raise citizens' awareness of rights and values contained in the fundamental agreements and the EU Charter of Fundamental Rights, providing financial support to the nonprofit sector in promoting these rights and shared values. In the 2021-2027 programming period, the projected budget of the Programme is 1.5 billion euros. Having in mind the importance of this mechanism for organisations and citizens of Montenegro, as well as the importance for the dynamics of the negotiation process in the field of rule of law, the Cabinet instructed the Ministry of Justice, Human and Minority Rights, in cooperation with the European Integration Office, to initiate negotiations on Montenegro's participation in the Citizens, Equality, Rights and Values programme.

The Cabinet adopted the Information on the Accession of Montenegro to the NATO Innovation Fund-Limited Partners Working Group, at the proposal of the Ministry of Finance and Social Welfare. The Cabinet authorised the Minister of Finance and Social Welfare at today's session, in cooperation with the Ministry of Foreign Affairs, the Ministry of Defence, the Ministry of Economic Development and the Ministry of Public Administration, Digital Society and Media, to undertake further activities in order for Montenegro to join the NATO Innovation Fund and implement the investment strategy and financial model.

The Cabinet adopted the Information on the Need to Conclude an Agreement between the Ministry of Health of Montenegro, the Clinical Centre of Montenegro and Klinikum rechts der Isar der Technischen Universität München regarding the training of doctors in the field of transplant medicine and accepted the text of the Agreement. The Information states that the Ministry of Health, in the field of improving the organ transplant programme, has expressed its intention to the Eurotransplant to extend and establish a higher level of cooperation in the field of organ exchange for treatment purposes. The Eurotransplant noted that our doctors must undergo training to perform a kidney transplant at Klinikum rechts der Isar der Technischen Universität München in Germany. As a result of negotiations with the Clinic from Munich, a draft Agreement followed, which envisages the training of 25 doctors, which would be organised in 5 cycles in one year, of 5 doctors each. The financial resources that will be needed for the implementation of the training are estimated at around 750,000 euros. On that occasion, the Cabinet instructed the Ministry of Health and the Clinical Centre of Montenegro to prepare a form of contract to be signed with doctors, which would ensure the sustainability of transplantation programmes and long-term engagement of doctors in the Montenegrin health system.

The Cabinet adopted a Decree amending the Decree on more detailed criteria and methodology for determining the market value of property.
