The Montenegrin Cabinet, at today's 60th session chaired by Prime Minister Dritan Abazović, adopted the Macroeconomic and Fiscal Policy Guidelines for the period from 2023 to 2026. The document, which is the basis for preparing the budget for the coming year, emphasises that the strategic goal of Montenegro's economic policy is to achieve smart, sustainable and inclusive economic growth that will contribute to improving the quality of its citizens' lives.
The Cabinet adopted the Decision on the determination of vulnerable areas in the water area of the Adriatic and Danube Basins. The main reason for the adoption of the Decision is the implementation of the Water Law, as well as the importance of reducing water pollution caused by nitrates from agricultural sources and preventing further pollution.
The Cabinet adopted the Strategy of Regional Development of Montenegro 2023-2027 and the Action Plan for the Implementation of the Strategy for 2023 with the Report on the Public Debate. The discussion pointed out that the Strategy is the basic planning document of regional development policy, which determines the goals and priorities of regional development.
The Cabinet adopted the Intellectual Property Strategy of Montenegro for the period 2023-2026 and the Action Plan for 2023. The existing legislative framework in the field of intellectual property in Montenegro, including confirmed international treaties, is significantly aligned with EU legislation. However, an adequate legislative framework has not yet been established in certain segments (inventions, design, copyright created in the course of employment, as well as public procurement, alternative dispute resolution, misdemeanor provisions in the Law on Copyright and Related Rights, intellectual property rights infringement on the internet) and the focus of action in the coming period should be precisely on this, to ensure a greater degree of protection of intellectual property rights. The document defines a goal - to improve the efficiency of the system of registration and enforcement of intellectual property rights.
The National Plan for the Implementation of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) for the period 2023-2027 was adopted.
The Cabinet adopted the Innovation Programme 2023-2027.
The Cabinet adopted the Alternative Dispute Resolution Development Programme and the Action Plan 2023-2025.
The Cabinet adopted the 2023 Action Plan for the implementation of the National Consumer Protection Programme 2022 -2024 and the Report on the Implementation of the Action Plan for 2022. The Action Plan ensures continuity in the implementation of activities related to further improvement of the legal system of consumer protection in accordance with EU consumer legislation, as well as the implementation of legislation in practice, with special emphasis on the established priorities related to: improving consumer protection in certain areas (product safety, financial services, telecommunications, public interest services, passenger rights in transport, etc.), as well as informing and raising awareness of the main actors about the importance of consumer protection.
The Cabinet adopted the Information on the Financial Agreement for the Interreg VI-A Programme IPA Croatia - Bosnia and Herzegovina - Montenegro for the period 2021-2027 and accepted the text of the Financial Agreement. Interreg is one of the key instruments of the European Union supporting cooperation across borders through project funding. It aims to jointly tackle common challenges and find shared solutions in fields such as health, environment, research, education, transport, sustainable energy and more.
The Cabinet adopted the Information on activities towards the transformation of the Investment and Development Fund of Montenegro into the Development Bank of Montenegro.
The Cabinet adopted the Annual Report on the Implementation of the Action Plan for 2022 of the Tourism Development Strategy of Montenegro 2022-2025 and the Action Plan for 2023.
