Secretary Jadranka Vojinovic

Jadranka Vojinovic was born on 1 November 1975 in Podgorica, the place of her graduation from the Faculty of Law of the University of Montenegro.

She has been performing the duty of a Student - Vice Dean of the Faculty of Law during the three years of study. She holds a Master's degree in Interdisciplinary Postgraduate Studies organized by Bologna University School of Political Science and the Faculty of Law in Sarajevo on the topic "Political Participation of Minorities: Case Study of Montenegro".

She continues her professional training by attending various specialist trainings organized by international organizations in the areas of conflict resolution in multi-ethnic environments, human resource management, development of analytical, strategic and legislative documents in the field of public administration reform and the like. During her five-month specialist stay in the Office of the Protector of Free Access to Information (Information Commissioner) of the Government of the Republic of Slovenia, she participated in a working group on drafting a Code of Ethics for employees in this service. She completed training in personal data protection and free access to information in accordance with European legislation obtaining a high mark.

She began her professional engagement with an internship at the Ministry of Justice of the Republic of Montenegro, during which she was actively engaged in the realization of legislative projects in the area of local government reform. Her further professional engagement was shaped by working as a legal advisor and coordinator on a number of European Commission projects aimed at public administration reform in Montenegro, and similar projects in countries in the region.

In the period from March 2013 to February 2016, she served as State Secretary of the Ministry of Interior of Montenegro, during which period she was responsible for negotiations in the capacity of the Co-Chair of the Special Group for Public Administration Reform formed by the state of Montenegro and the European Commission in order to implement reform activities in the field of public administration.

In the capacity of the head of the state company "PROCON" LLC, she was responsible for the implementation of infrastructure projects in the field of communal infrastructure and environmental protection, for the implementation of which funds were provided through contractual engagements with the European Investment Bank and available EU funds in the period from 2008 to 2013.

As a lecturer at the Faculty of State and European Studies, she was responsible for the realization of study subjects in the administrative field. She was actively engaged by a number of international organizations in the implementation of trainings organized for the needs of improving the knowledge and skills of employees in public administration, both in the country and in the region.

As a member of the Lawyers Association of Montenegro, she served as Vice President and Secretary General. She is also a member of the professional organization of administrative practitioners.

Also, she actively participated as a member of a number of editorial boards in the development of manuals for civil servants and employees and published a number of specialist papers both as an author and co-author.
