DPM Marković: Montenegro seeks to advance fight against organised crime, welcomes cooperation with USA, Italy, Croatia

Budva, Montenegro (29 March 2012) – Deputy Prime Minister and Minister of Justice and Human Rights Duško Marković has opened a three-day conference in Budva on the best international practices in fight against organised crime, entitled “Models of Legislation for Combating Organised Crime”. The conference aims to propose ways for Montenegro to improve legislation in this field.
The conference will review Montenegro’s legal mechanisms for the fight against organised crime, while the representatives from the USA, Italy, and Croatia will present experiences and best practices in prosecutorial cooperation, financial investigations and crime proceeds confiscation, and the possible implementation of those legal solutions in Montenegro. The Conference is expected to result in a draft Road Map for advancement of the Montenegrin legislation in this field.
“Montenegro does have a problem with organised crime. But, Montenegro also has achieved significant results in addressing this challenge”, DPM Marković underlined in his opening address early this morning. The results, in his words, have been reflected through the successful implementation of the prosecution-led investigation and the performance of the Special Investigative Team.
The Montenegrin Justice Minister underlined the significance of regional and international cooperation in attaining these results, referring in particular to the cooperation with the USA, Italy and Croatia.
By the same token, DPM Marković mentioned the successful implementation of the Letter of Agreement (LoA) between Montenegro and the USA.
“The LoA has already produced results both in terms of the police, prosecution and judiciary capacities building for the fight against organised crime and corruption and in screening of the strategic documents and legislation that are the basic prerequisites for successful fight against crime and corruption”, he explained.
The “fruitful cooperation” between Montenegro and Italy, he continued, has been illustrated best by the cooperation in the Šarić case.
As regards the Montenegro-Croatia cooperation in this area, DPM Marković mentioned the signing of the agreements on Extradition and on Mutual Recognition of Court Rulings in Criminal Matters. He also added that “the negotiations on signing the Agreement on Mutual Legal Assistance in Civil and in Criminal matters are underway.”
The conference, sponsored by the Ministry of Justice and Human Rights, under the auspices of the US and Italian embassies in Montenegro, brings best prosecutors and investigators from the USA, Italy, and Croatia to present their experiences with regard to legal solutions that have proven successful in combating organised crime.
