Secretariat for Legislation is an autonomous administration body performing mainly specialised activities.


The Secretariat’s activities relate to:

- oversight and improvement of the legal system of Montenegro;

- ensuring compliance of the laws, regulations and general acts in the course of their drafting with the Constitution and the legal system;

- providing professional assistance and ensuring technical and methodological uniformity in the course of drafting of laws, regulations and general acts in accordance with the Legal Drafting Rules;

- drafting specific legislation and general acts the drafting of which does not fall within the competence of the ministries and other administration bodies;

- issuing opinions on draft laws and regulations and proposals for laws and regulations;

- issuing opinions before signature or publication whether a regulation or another general act has been prepared for signature in the text adopted by the Government.


The Secretariat for Legislation is responsible for the publication of decrees, decisions and other acts of the Government and for the publication of implementing regulations and other acts adopted by the ministries.


The Secretariat for Legislation also monitors the lawfulness and effectiveness of operations of the Public Institution Official Gazette of Montenegro, and controls the performance of the activities of this Institution concerning publication of legislation and other acts laid down in the law.
