The Government of Montenegro is working intensively to reduce discrimination against persons with disabilities
In the previous two year period the Government of Montenegro has been working intensively to reduce discrimination against persons with disabilities, not only through harmonization of regulations, but also through activities that are continuously implemented through campaigns, education of all those in charge of protection against discrimination, measures have been taken to reduce discrimination of persons with disabilities in accessing information and communications through the development of the Guidelines for creating electronic documents in accordance with e-accessibility standards.
At yesterday's session, the Government adopted the Report on the implementation of the Action Plan for 2017-2018. for the implementation of the Strategy for the protection of persons with disabilities from discrimination and promotion of equality 2017-2021. Out of 61 activities envisaged by the Action Plan for 2017-2018, 74% of the activities are implemented, 2% are partially implemented, while 24% of the activities are not realized.
In cooperation with the Union of Municipalities of Montenegro, in order to successfully implement the Strategy for the protection of persons with disabilities from discrimination and promotion of equality 2017-2021,the Local Action Plan model was adopted. Municipality of Bijelo Polje has adopted its Local Action Plan and the intention is to adopt it in the forthcoming period in order to complete the implementation of this Strategy in other Municipalities.
Cooperation with NGOs has been especially improved through support of non-governmental organizations of persons with disabilities projects and programs. Only from the Ministry for Human and Minority Rights, in this purpose 440.00 € was allocated in 2018 , besides financing projects/programs in the field of sports,culture and other authorities.
The Government of Montenegro has also adopted the next Action Plan for the implementation of the mentioned Strategy for 2019 and 2020. The Action Plan for the next two-year period identified 58 activities and it will monitor the harmonization of 15 laws from different areas (the Law on Consumer Protection, the Law on Value Added Tax, the Law on Out-of-Court Procedure, the Law on Patients' Rights, Law on the treatment of infertility with assisted technologies, the Law on the realization of the rights of persons with mental illness, the Law on Library Activity, the Law on Museum Activity, the Law on the Media, the Law on the National Broadcasting Broadcasting and Television of Montenegro).
