Instructions to users: Obtaining the title deed (title deed from land/census cadaster) and real estate folio (real estate right certificate)

On the website of the Cadastre and State Property Administration (www.kdi.gov.me) users could find all the documentation required to obtain the title deed and real estate folio.
The following documentation is needed:
1. Request (form) for the issuance of the certificate - fill in with the data. The request could be downloaded from the website, section „Forms for the services of the Cadastre and State Property Administration“, which could be found on the home page in the left column.
2. Photocopy of ID card
3. Proof of payment of administrative fee (except in the case of issuing a certificate for realizing the right to social protection)
- Payment slip with the amount of 3 € (AT /Administrative fees) to the bank account 832-1082-55 / Budget of Montenegro
- Fee for the services of the Real Estate Administration pursuant to the Decree on the amount of the fee for the use of real estate cadastre data (“Official Gazette of Montenegro”, No. 26/12) in the amount of 5 € to the bank account of the Budget of Montenegro 832-1081-5) (income by State authorities’ activities)
The following documentation is required for the title deed:
1. Request (form) for the issuance of the certificate - fill in with the data. The request could be downloaded from the website, section “Forms for the services of the Cadastre and State Property Administration“, which could be found on the home page in the left column.
2. Payment of the Republic administrative fee to the bank account of the Budget of Montenegro 832-1082-55 in the amount of 2 € (tariff number 1) of the Law on Administrative Fees (“Official Gazette of Montenegro, No. 18/19)
3. Payment to the bank account of the Real Estate Administration ((income by State authorities’ activities) 832-1081-58 in the amount of 3 € with the purpose of issuing real estate folio / title deed, pursuant to item 8, sub-item 8.6 (8.6.1 Transcripts and excerpts) analog format, A4 unit, pursuant to the Decree on the amount of fees for the use of state survey data (“Official Gazette of Montenegro”, No. 26/12)

The mentioned documentation shall be scanned and sent to e-mail address of the Real Estate Administration, as follows:
a) for the purpose of issuing the title deed on the territory of Montenegro at uvjerenja.uzn@gmail.com
b) for the purpose of issuing the real estate folio within a certain regional unit (where the requested real estate is located) at this LINK
The requested document shall be delivered to you by post office or electronically (specify in the e-mail)
Appointment of the Director of the Cadastre and State Property Administration
At the session held on March 18, 2021, the minutes on the Decisions based on Article 10 of the Regulation on the Government of Montenegro were adopted. Among other things, the Government has passed several Decisions on staff issues within its competence.
Pursuant to the Law and in accordance with the organizational changes in the State Administration, the Decision on appointing the Acting Director of the Cadastre and State Property Administration for a maximum period of six months was adopted until the appointment of the CEO of this Administration.
Koča Đurišić - Master of Laws, was appointed Acting Director pursuant to this Decision.
Cadastre and State Property Administration establishing
At the session held on January 5, 2021, amendments to the Regulation on the Organization and Manner of Work of the State Administration was adopted.
With this Regulation, the Government reorganized the work of several state bodies.
Pursuant to the new reorganization, the Real Estate Administration and the State Property Administration merged into the Cadastre and State Property Administration.
Regional Workshop “The best practices for property restitution and management” held in Skopje
TAIEX - This year, a regional workshop on the best practices for restitution and management, has been held on June 26-27, 2018 at the hotel Holiday Inn-Skopje.
Representatives of Montenegro on behalf of the State Property Administration - Emir Dacic(assistant director), Jelena Milicevic and Anica Vucekovic, while the representative from the Special State Prosecutor's Office was Mira Cerovic – advisor .
The third meeting is aimed at continuing the development of the Balkan Asset Management Interagency Network (BAMIN). The meeting provided participants with an opportunity to assess themselves in terms of recent developments in the EU and their operational implications. Property restitution experts from the Balkans discussed regional barriers and best practices in property management and the implications they have on both the investigation and the court procedures affecting the final restitution.

Mr. Nidzel Petri - Senior Property Manager of the Criminal Assets Bureau - Ireland
