SECOND INTER-MINISTERIAL CONFERENCE IS DEDICATED TO PUBLIC ADMINISTRATION REFORM IN MONTENEGRO

On-going activities on the reform of public administration in Montenegro, at both central and local levels, will be the main topic of the “2nd Inter-Ministerial Conference”, which will be held on 15th October in Podgorica. This conference will be organized by the Ministry of Justice of the Republic of Montenegro in cooperation with PARiM, an EU funded project.
Draft laws from the public administration field (civil servants, civil servants’ salary system, general administrative procedure, administrative dispute, inspection control), as well as activities concerning civil servants’ training in EU member states’ institutions, will be in the focus of this conference. The Conference, which will be opened by Minister of Justice Željko Šturanović, will involve around 100 representatives, from ministries, administrative bodies, and NGO's active in the field fo public administration.
“A significant dimension of the Public Administration Reform is the necessity and possibility of the Public Administration to support overall social, economic, and cultural development of the State in order to be able to respond to the challenges it yields, which can only be accomplished by highly qualified, professional and flexible Public Administration” says Minister of justice Mr. Željko Šturanović in his introduction speech at the “1st Inter-Ministeril Conference.
Preparation and implementation of adopted legislation harmonized with EU standards and the Young Professionals Program constitute two basic components of the Project "Public Administration Reform in Montenegro – PARiM" - a joint project of the Government of the Republic of Montenegro and the European Union. The basis for the implementation of the PARiM Project, as well as for the activities of the project team, is the agreement between the Government of the Republic of Montenegro, respectively the Ministry of Justice, and the European Agency for Reconstruction concerning the support of the European Union to the efforts of the Montenegrin Government in the reform of public administration. Dr. Slobodan Dujić leads the PARiM project team.
In line with long-term strategic objectives set by the European Commission, the European Agency for Reconstruction manages the majority of the EU assistance programs in Montenegro.

The conference will be held on Wednesday 15th October 2004, in the conference room of the hotel “Crna Gora” in Podgorica. It will start at 09:00 am. Additional materials will be available at the conference.
