Press release from the second session of the National Anti-Corruption Council
During the second session of the National Anti-Corruption Council, the Council finalized the Draft Anti-Corruption Strategy for the period 2024-2028, along with the Action Plan for 2024-2025. This strategy, which received approval from the European Commission and was developed with expert support from the Council of Europe, marks a significant milestone as Montenegro has not had such a strategic document since 2014. This gap has been a serious shortcoming in the country's anti-corruption efforts.
The Strategy is part of Montenegro's commitments under the EU negotiation process and aligns with Chapter 23 - Judiciary and Fundamental Rights. It outlines specific projects to combat corruption, including the digitization of the Port of Bar, the implementation of e-construction permits, the monitoring of EU fund expenditures, and lifestyle, income, and asset checks within the police and inspection services, among others.
Additionally, the Strategy sets clear directions for legislative reform, including laws on government operations, free zones, and a civil model for the confiscation of illegally acquired assets.
