Filing application for registration and deregistration by accommodation provider

In the event when a foreign national uses the services of the accommodation provider, the accommodation provider is obliged to submit an application for registration and cancellation of residence for the foreign national.

The accommodation provider is obliged to submit the registration - cancellation of residence for the foreign national within 12 hours from the arrival of the foreign national. The application is submitted electronically, and if there are no technical possibilities for such a way of submitting the application, the residence registration and cancellation of foreign nationals can be submitted through the tourist organization or the police on Form number 2 (Prijava i odjava boravka / Residence registration and cancellation). The lack of technical possibilities is determined by the police, except in the case of accommodation providers in households and rural households who can choose the method of application (electronically using digital certificates or via LTO or police) without possessing the certificate issued by the police.

The accommodation provider registers the foreigner in the local tourist organization by submitting a completed Form 2 (Prijava i odjava boravka / Residence registration and cancellation). Completing the form can also be done by using a document reader and entering the legally prescribed data in the prescribed form. In the header of the form there is a space for the name LTO as well as a space for entering the number from the LTO records (Broj/ No _____). After the electronic entry of data on registration - cancellation, the form (Form 2) is then printed and signed by the party submitting the residence registration - cancellation, i.e. the accommodation provider. One copy of the completed and signed form remains with the local tourist organization. A copy of the completed form may be given to the party submitting the residence registration – cancellation, i.e. the accommodation provider, at his request, as proof of the completed registration – cancellation.

By signing the completed form, whether it is filled in manually or electronically by a representative of the local tourist organization, the applicant - the accommodation provider assumes responsibility for the accuracy of the data entered in the form.

When submitting the registration - cancellation of residence for a foreign national the accommodation provider is obliged to submit, in addition to other legally prescribed data, his/her unique citizen number otherwise the registration shall be considered incomplete and cannot be executed. The accommodation provider who is a foreign citizen, and who has a regulated temporary or permanent residence in Montenegro, who provides accommodation services, is obliged to present the travel document and the permit for temporary or permanent residence containing the foreign national unique citizen number.

A company, entrepreneur and a person to whom a foreign national with a residence of up to 90 days comes to visit and to whom he provides accommodation for more than 12 hours is obliged to submit a the registration - cancellation of residence of a foreign national to the police, within 12 hours of arrival or departure.

The health institution that receives a foreign national for treatment is obliged to submit a report of the foreign national's stay to the police, within 12 hours from the time of the foreign national's admission for treatment, if the foreign national has not reported his stay.

The health or other institution has the stated obligation in the case of accommodation of a foreign national in that institution for the purpose of executing a security measure, i.e. a protective measure.
