Council meeting to proceed in the same format to ensure the best and most professional decisions
Ahead of the upcoming session of Montenegro's Defence and Security Council, we wish to inform the public about the current situation and challenges regarding its convening.
According to the Constitution of Montenegro, the Defence and Security Council is composed of the President of Montenegro, the Speaker of Parliament, and the Prime Minister. The Council is tasked with, among other duties, deciding on the appointments, promotions, and dismissals of officers in the Armed Forces of Montenegro.
The agenda for tomorrow's session includes proposals regarding the status of Armed Forces officers. In light of the importance of these matters, it is essential for Council members to receive comprehensive explanations from the Minister of Defence. Therefore, we proposed his continued presence throughout the resumed session of the Council, following its previous adjournment.
Additionally, considering the significance and specificity of the proposals, the Prime Minister has also suggested the presence of the Chief of General Staff of the Armed Forces. His expert opinion would be critical for making well-informed and responsible decisions.
Since tomorrow's meeting represents a continuation of the session initially convened on 11 October, the Prime Minister has proposed that it proceed in the same format.
Unfortunately, based on available information, the President of Montenegro has expressed opposition to their attendance. This stance undermines the fundamental principles of transparency and the quality of decision-making within the Council.
We firmly believe that the presence of the Minister of Defence and the Chief of General Staff is essential for all Council members, including the President, to make sound decisions.
Should these conditions not be met, the meaningfulness of the Council's session would be compromised due to the absence of critical information provided by the two most relevant figures on the discussed topics. This absence would hinder the adoption of the best possible decisions.
