The Ministry of Tourism, Ecology, Sustainable Development and the Development of the North announces a public announcement for the submission of bids for the building of capacities for transparency, resilience and empowerment of Montenegro for effective climate action on the project "Strengthening of the Montenegrin Nationally Determined Contribution (NDC) and actions to adjust transparency through the Initiative for Construction capacity of transparency" (CBIT).

Briefly about the project

The implementation of the project "Strengthening the Montenegrin Nationally Determined Contribution (NDC) and Transparency Adjustment Action through the Transparency Capacity Building Initiative" (CBIT) is an opportunity to strengthen the capacities of Montenegro to fulfill new international obligations related to monitoring, reporting and verification of actions related to climate changes. The project will support Montenegrin institutions in fulfilling these obligations, especially the new transparency requirements from Article 13 of the Paris Agreement. A parallel and complementary need, which this project will satisfy, is the strengthening of Montenegrin institutional and regulatory frameworks related to the Regulation on the mechanism for monitoring greenhouse gas emissions and the European Union emissions trading system.

How to apply

Attached is the Request for Proposal (RfP), which includes detailed information on the procedure for submitting the proposal, an overview of the task, necessary references, and evaluation criteria.

Based on the RfP, it is necessary to submit the application by filling in Annex 2, which is provided as a proposal for the offer form, and it is possible to change the form according to the needs of your company's offer presentation.

The offer must be submitted in English.

Evaluation of applications

The evaluation of received applications will be carried out by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and Development of the North.

Conclusion of the contract

The Ministry of Tourism, Ecology, Sustainable Development and Development of the North will sign a contract with the selected company/consortium after the evaluation of applications by the Ministry's expert committee.

Method of submission of applications

Application with complete documentation, in Montenegrin and English, is sent exclusively electronically no later than July 5, 2024 by 2:00 p.m. to the e-mail address andrijanacukovic@gmail.com or andrijana.cukovic@mert.gov.me.
