Public announcement for a Local Expert for Assessing and Mitigating Health Impacts of Climate Change

The Ministry of Tourism, Ecology, Sustainable Development and North Region Development publishes a public advertisement for a Local Expert for Assessing and Mitigating Health Impacts of Climate Change on the project "Fourth National Communication and the First Biennial Transparency Report (FNC and BTR) of Montenegro towards the United Nations Framework Convention on Climate Change (UNFCCC)".

Briefly about the project

The Ministry of Tourism, Ecology, Sustainable Development and North Region Development is in the process of preparing the Fourth National Communication (NC4) and the First Transparent Report (1BTR) on Montenegro’s progress and actions related to climate change. The aim of this initiative is to provide a comprehensive and transparent assessment of the country's efforts in addressing climate change, as well as to ensure the integration of gender perspectives throughout the reports and fulfil its obligations to the Convention as per decisions 1/CP.16 ,2/CP.17 and 18/CMA.1. This project is prepared in line with the GEF7 climate change mitigation objective CCM3: Foster Enabling Conditions to Mainstream Mitigation Concerns into Sustainable Development Strategies.

The mentioned expert will be hired under a consulting contract from July to December 2024 (30 working days).

Objective of the task

The objective of hiring a Local Expert is to support the Ministry of Tourism, Ecology, Sustainable Development and North Region Development to undertake comprehensively analyses of the impact of climate change on the health of women, men, persons of different sexual and gender identities, as well as marginalized and particularly sensitive groups in Montenegro. The local expert will develop a robust methodology for monitoring these impacts, conduct thorough research based on this methodology, and produce informative materials to educate and protect citizens from the adverse health effects of climate change. Additionally, the expert will ensure effective dissemination of these materials through the network of health centers in Montenegro, contributing to enhanced public awareness and resilience.

Duties

Under the direct supervision of the project manager, the expert will be in charge of the activities that are given in the description of the project task attached to this competition.

Education and experience

Education:

  • University degree – Advanced degree in environmental science, social science, natural sciences, climate change, natural resource management, or a related field.

Experience:

  • Proven experience, minimum 3 years, in climate change impact assessment and health research;
  • Strong background in developing and implementing methodologies;
  • Excellent analytical and report-writing skills;
  • Effective communication skills for creating informational materials;
  • Ability to work with diverse stakeholders, including government officials, civil society organizations, and academia;
  • Strong communication and presentation skills.

Language:

  • Fluency in English and Montenegrin languages, with good writing, presentation and communication skills.

Note for applications of civil servants

Hiring a civil servant is possible only in the case of a very justified short-term engagement of civil servants from: state universities, research institutions and specialized state institutions with unique expertise. For such cases, decisions on the possibility of engagement will be made after the approval of UNDP.

The shortlisted candidate is obliged to provide a letter of approval from the institution in which he is employed, proving that the institution gives consent to the engagement and confirmation that he is no longer employed by the institution in question.

Evaluation of applications

The evaluation of received applications will be carried out by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and North Region Development.

Conclusion of the contract

Once the applications are evaluated by the expert commission of the Ministry of Tourism, Ecology, Sustainable Development and North Region Development, the Ministry will sign a contract with the selected candidate for the purpose of his/her engagement within the project.
