Public announcement for a national expert in the field of tracking the nationally determined contribution (NDC) of Montenegro and mitigation within the project - 4NC/BTR (UNFCCC)
The Ministry of Ecology, Spatial Planning and Urbanism is releasing a public announcement for a national expert within the project ’Development of the Fourth National Communication and the First Biennial Transparency Report of Montenegro to the UNFCCC' - 4NC/BTR (UNFCCC)
Background information
The immediate objective of the proposed Enabling Activity Project is to assist the Government of Montenegro to perform the activities necessary to prepare the Fourth National Communication and the First Biennial Transparency Report (4NC/BTR), thus to fulfil its obligations to the Convention.
With this project, Government of Montenegro will be assisted for updating GHG Inventory for reporting year no more than two years prior to the submission of its national inventory report and in such way fulfill the obligations under the United Nations Framework Convention on Climate Change (UNFCCC).
The expert will be hired under a consulting contract from July 2022 to May 2024 for a period of 150 working days.
Objective of the assignment
The objective of the assignment is to develop chapter Track Progress of NDC implementation and achievement and Mitigation Actions which will include: carry out the analysis of policies and measures undertaken by the government to reduce GHG emissions by sector (energy, IPPU, AFOLU and waste), including their gender-impact; the projections of greenhouse gas emissions up to 2040 under the Paris Agreement in the main sectors and NDC roadmap 2025-2030 completed as well as the system for NDC tracking, inclusive of monitoring the gender impact.
Duties and Responsibilities
The expert will be responsible for the following:
- provide technical advisory services in the area of climate change mitigation;
- develop GHG emissions projections in the main emission sectors (Energy, IPPU, AFOLU and Waste) along with sectoral cost-effectiveness analysis using the most suitable GHG emissions forecast software;
- provide information on NDC implementation and track the NDC progress;
- provide expert inputs for the stakeholder consultation workshops and outreach activities on climate change mitigation policies and measures, including gender awareness trainings;
Education and experience
- University degree – electrical engineer; mechanical engineer; environmental science or related fields. Preference will be given to candidates with a higher level of education;
- Minimum of 5 years of experience in development of similar analysis and programmes in climate change, GHG emissions and mitigation;
- Participation in at least 3 similar projects related to mitigation, GHG emissions, climate change;
- Solid knowledge of the United Nations Framework for Climate Change (UNFCCC), Paris Agreement, National Climate Change Strategy until 2030 and NDC, Energy Development Strategy until 2030 and other related national policies and programmes;
- Fluency in English with good writing, presentation and communication skills;
- Demonstrable experience in environment sector, especially climate change, including knowledge on roles and responsibilities of relevant national stakeholders and institutions.

Note for applications of civil servants
Hiring a civil servant is possible only in the case of a very justified short-term engagement of civil servants from: state universities, research institutions and specialized state institutions with unique expertise. For such cases, decisions on the possibility of engagement will be made after the approval of UNDP.
The shortlisted candidate is obliged to provide a letter of approval from the institution in which he is employed, proving that the institution gives consent to the engagement and allows leave without compensation for the duration of the engagement in the project.
Evaluation of applications
The evaluation of the applications received will be performed by the expert commission formed by the Ministry of Ecology, Spatial Planning and Urbanism. Evaluation and ranking of applications will be done within the period of 3 days beginning from the expiration of the deadline for applications to the announcement and the selected candidates will be invited to an interview with the commission. Candidates will be informed in writing about the decision of the commission on the selection of the best candidate.
Contract conclusion
Once the applications are evaluated and the ranking had been done by the expert commission of the Ministry of Ecology, Spatial Planning and Urbanism, the Ministry will sign a contract with the selected candidate for the purpose of his/her engagement within the project.

The deadline for submission is June 27th 2022 at 11 AM.
