Šćekić: Stricter penalties needed for crimes against minors
Deputy Prime Minister and President of the Council on Child Rights Dragoslav Šćekić convened a thematic session of the council to analyze the current situation and discuss measures to protect children from perpetrators of crimes against minors.
The meeting, attended by key stakeholders including the Acting President of the Supreme Court, the Supreme State Prosecutor, the Acting Director of the Police Directorate, and UNICEF representatives, addressed various forms of violence faced by children, including online harassment, domestic abuse, physical violence, sexual exploitation, and bullying.
Šćekić emphasised the sensitivity of cases involving child victims or witnesses and stressed the importance of cautious handling and collaboration between social services and the judiciary. Concerns over the recent case of rape involving a minor sparked public outcry, prompting a review of sentencing policies to align with European Union standards.
Vesna Vučković, acting President of the Supreme Court, advocated for stricter penalties for crimes against minors and urged courts to consider aggravating and mitigating factors in sentencing. The Supreme Court of Montenegro will convene a meeting with presidents of criminal divisions from all courts to discuss sentencing policies.
Supreme State Prosecutor Milorad Marković expressed full support for the Council's efforts and emphasised the need to analyze legislative solutions to enhance punitive measures.
Acting Director of the Police Directorate Aleksandar Radović underscored the importance of protecting children's rights and highlighted the role of families, communities, and schools in addressing these issues.
UNICEF representative Nela Krnjić reaffirmed UNICEF's commitment to supporting Montenegro in strengthening institutional capacities to prevent and combat violence, exploitation, and abuse against children.
The meeting also addressed cybersecurity concerns, with a focus on preventive measures and the need for a cohesive system to protect children from online predators.
Kristina Mihailović, an NGO representative, highlighted the need for collective action to address systemic shortcomings in safeguarding children from sexual abuse.
In conclusion, the Council reiterated its dedication to addressing this critical issue and called for responsible interagency collaboration to protect children's rights.
