On 25 December 2024, Monteput issued a public call for the preparation of the conceptual design of the Nikšić - Žabljak - Pljevlja expressway, covering the subsections Nikšić - Šavnik, Šavnik - Žabljak, and Žabljak - Pljevlja (Vrulja), spanning approximately 96 km. The estimated project value is €169,421.49, with a completion timeline of six months from the contract signing date.

This planned expressway is a vital infrastructure project aimed at enhancing connectivity between the northern and central regions of Montenegro, boosting tourism and industry, and stimulating local economic growth.

Since no comprehensive technical documentation has been previously developed to fully classify this route as an expressway, the preparation of alternative solutions for the stretch between Nikšić and Pljevlja is necessary. These alternatives will serve as a foundation for finalizing and precisely defining the expressway's corridor in Montenegro's Spatial Plan Proposal until 2040.

The expressway will be designed for a speed of 100 km/h, featuring four traffic lanes, grade-separated intersections, bridges, and tunnels. The project will adhere to modern TEM standards and guidelines.

The tender outlines the analysis of multiple route options to determine the optimal corridor. Special attention will be given to preserving natural and cultural landmarks, including the Komarnica Canyon, Tara Canyon, and Durmitor National Park. In addition to meeting technical and environmental requirements, the route will be designed to ensure the highest standards of traffic safety and efficiency.

The development of the conceptual design marks the initial step towards implementing this significant infrastructure endeavor. It aims to enhance access to tourist hubs such as Žabljak, strengthen the industrial potential of Pljevlja, and improve regional connectivity within Montenegro.
